The transmission planning department is responsible for the development of transmission expansion plan in the PJM interconnection. The (Sr./Lead) Engineer will be working closely and collaboratively with a group of highly skilled team that performs transmission expansion analysis supporting the development of the Regional Transmission Expansion Plan. The Regional Transmission Expansion Plan integrates baseline reliability analyses with market efficiency and interconnection analysis to identify bulk transmission system expansion or enhancement options. The (Sr./Lead) Engineer will also engage in a variety of other adequacy and reliability assessments that support the planning function.
Essential Functions:
Have an in-depth understanding of NERC standards that apply to PJM as the Reliability Coordinator, Planning Authority, and Transmission Planner.
Ensure that the PJM power system test methods and procedures meet applicable NERC planning standards.
Perform power system analysis required in the development of the baseline Regional Transmission Expansion Plan.
Identify and evaluate transmission system reinforcements required to resolve reliability and operational constraints and to improve economic efficiency.
Perform adequacy and reliability assessments for the PJM system.
Identify and assist with the development of new and innovative analysis methods in the planning process.
Prepare reports and presentations to support activities of the Transmission Planning Division.
Develop recommendations to PJM management on the implementation of new bulk power facilities, programs, procedures, and policies.
Develop and maintain the necessary transmission system models required for the development of the Regional Transmission Expansion Plan.
Work with transmission owner staff in the development and refinement of the Regional Transmission Expansion Plan.
Work with other member of the System Planning Division to solve complex engineering problems.
Represent PJM on industry committees, task forces, or stakeholder groups involving topics related to planning and engineering.
Characteristics & Qualifications: Required:
BS degree in Engineering or equivalent work experience
At least 5 years of experience PJM (or similar ISO/RTO) reliability criteria testing methodologies
At least 5 years of experience programming development of analytical and automation tools for enhanced reliability criteria testing and screening
Ability to produce high-quality work products with attention to detail
Experience in quantitative and qualitative analysis
Ability to use mathematical and electrical theory
Ability to troubleshoot and provide technical support
Preferred:
MS or PhD degree in Electrical Engineering
Experience with PJM operations, markets, and planning functions
Experience using PSS/e (power system analysis program)
