This position is based out of WRMA’s Rockville, Maryland office but is a remote/virtual position. The candidate must have consistent, daily access to a working environment conducive to professional activities (regular video/audio meetings, tasks requiring quiet focus, etc.). Necessary hardware, software, and IT support are provided.
We are currently seeking two senior professionals to serve as subject matter experts (SME) for the National Center on Subsidy Innovation and Accountability (NCSIA). NCSIA provides technical assistance (TA) to Child Care and Development Fund (CCDF) programs in developing child care subsidy systems that are child focused, family friendly, and fair to providers. The candidates chosen will be expected to contribute to WRMA’s collaborative, collegial work environment; maintain our high ethical and quality standards; and contribute to proposals and other business development efforts.
Responsibilities
Serve as a Subject Matter Expert on the CCDF child care subsidy program
Deliver expert consultation, training and TA to states, territories and Tribes
Provide technical assistance and training to state and territory CCDF Lead Agencies ensuring equal access to child care for families
Provide technical assistance and training to states, territories, and Tribes on the fiscal components of CCDF, including co-payment policies, rate setting, and payment practices.
Research and develop original content for publication and revise previously published materials including briefs and presentations.
Plan for and develop technical assistance and training such as national webinars, in-person presentations, and tools.
Lead and facilitate state or regional discussion groups.
Partner with other national centers to collaborate or coordinate delivery of training and technical assistance.
Additional related duties as needed.
Qualifications
Bachelor’s degree preferred
7+ years professional experience with CCDF programs, subsidy administration and financial management and/or early childhood education programs
Experience working on equal access and fiscal management topics such as market rate surveys, rate setting, grants and contracts, family co-pays, and/or payment practices preferred.
Commitment to the promotion of equity, inclusiveness and culturally and linguistically responsive practices in child care.
Successful experience working as a part of a team and working effectively with persons from diverse cultural, social and ethnic backgrounds
Strong technical writing experience; a writing sample may be required
Excellent skills in oral presentation/public speaking and communicating complex ideas to a wide range of audiences
Experience providing training, TA, information services, program monitoring/oversight, and/or process development support to diverse audiences
Proficiency in Microsoft Office applications; experience with virtual meeting software such as Zoom, GoToMeeting/GoToWebinar, Microsoft Teams, a plus
