Overview

A Clinical Quality Lead (CQL) in Health Information Management (HIM) is responsible for overseeing the accurate and efficient migration of data during transitions between Electronic Health Record (EHR) systems. The CQL will involve three primary functions. Firstly, they will manage the Extract, Transform, Load (ETL) process, ensuring that data from the legacy EHR system is correctly transformed and accurately loaded into the new EHR system. Secondly, the CQL is responsible for clinical quality reporting, which includes analyzing data to ensure it meets clinical standards and regulatory requirements, which entails generating reports that help healthcare providers improve patient care and operational efficiency. Lastly, the CQL will provide guidance and support to the HIM team, ensuring adherence to best practices and maintaining the integrity and confidentiality of health information throughout the data migration process. The CQL will be responsible for reporting progress to the Program/Project Manager, and the customer, as well as inspiring team members to see the big picture and push toward shared goals.



Responsibilities

In support of theIndian Health Service (IHS), the Clinical Quality Lead (CQL) will be responsible for successful execution of the following tasks on the contract: *** The position is contingent upon contract award***

            • Oversee the ETL (Extract, Transform, Load) process to ensure accurate data migration from legacy EHR systems to new EHR systems.
            • Ensure data integrity and consistency during the transformation and loading phases of data migration.
            • Develop and implement clinical quality reporting mechanisms to track and analyze health information.
            • Monitor compliance with clinical standards and regulatory requirements in all HIM processes.
            • Provide guidance and support to HIM staff in managing health information and maintaining data quality.
            • Conduct regular audits to ensure the accuracy and completeness of clinical data.
            • Collaborate with IT and clinical staff to resolve any issues related to data migration and quality reporting.
            • Train and mentor HIM team members on best practices for data management and clinical quality reporting.
            • Create and maintain documentation for data migration processes, including protocols and procedures.
            • Identify opportunities for process improvements in data management and quality reporting to enhance overall clinical performance.
            • Leads the project/program team in determining client requirements and translating requirements into operational plans.
            • Identifies and communicates risks and issues and recommends contingency measures.
            • Communicates routinely to management, customers, project team members, and other stakeholders, actively soliciting and addressing customer and project team feedback.
            • Coaches and counsel members of cross-functional teams to accomplish project/program goals, to meet established schedules, and resolve technical/ operational issues.
            • Responsible for training, managing, and motivating the project team, as well as resolving team conflicts.


Qualifications

Required Qualifications:

          • Minimum Qualification: Registered or ability to be Registered under Health Information Administrator (RHIA) and Health Information Technician (RHIT) or Master’s in Public Health (MPH) supported by staff with RHIA and RHIT credentials from the American Health Information Management Association (AHIMA).
          • Extensive experience with EHR systems, including data migration processes from legacy RPMS systems and ETL (Extract, Transform, Load) functions.
          • Strong knowledge of clinical quality standards and regulatory requirements, along with excellent analytical and problem-solving skills.
          • Active Public Trust Level-4 or higher, or DoD Clearance, or ability to obtain one through background investigation
          • Minimum of 10+ years of experience as a CQL overseeing project of similar size and complexity. And extensive experience in directing and overseeing project engineering teams and managing conflicts within a group.
          • Ability to perform team assessments and evaluations and identify and solve project issues efficiently and effectively.
          • Excellent organizational, presentation, and customer service skills.
          • Ability to travel up to 5-10% (if needed).

          Preferred Qualifications:

          • Live within commutable distance from the customer HQ’s location, which is in ABQ, NM or Rockville, MD (or ability to perform short notice travel if remote work is approved).
          • Prior experience managing multiple remote teams. Proven experience with complex IT projects.
          • Bachelor’s degree (or equivalent experience) in addition to required experience
          • Flexibility to adjust to multiple demands, shifting priorities, ambiguity, and rapid change.
          • Experience in managing delivery of customer-facing and internally facing products or services.
          • Ability to build strong relationships and communicate effectively with internal and external stakeholders.
          • Knowledge and experience with different project management frameworks, including waterfall and agile and hybrid.
          • Ability to quickly learn, understand and apply new technologies.
          • Strong interpersonal skills including mentoring, coaching, collaborating, and team building.
          • Experience in mentoring more junior team members and sharing knowledge.
          • Strong knowledge and understanding of business needs with the ability to establish/maintain high level of customer trust and confidence
