Overview

A Software Developer Lead (SDL) is to lead one or more teams of agile development efforts, which include most of the data management tools for extraction of clinical data, transforming the extracted clinical data into the appropriate format, and loading the transformed data into a staging storage for the data migration, compliance reporting, and analysis for improving the delivery of health care. The SDL is responsible for overseeing a team of developers, ensuring that projects are completed on time, within scope, and to the highest quality standards. This role involves coordinating development activities, providing technical guidance, and mentoring team members. The SDL collaborates closely with project managers, designers, and stakeholders to translate requirements into technical specifications and deliver robust, scalable solutions.



Responsibilities

In support of theIndian Health Service (IHS), the Software Developer Lead (SDL) will be responsible for successful execution of the following tasks on the contract: *** The position is contingent upon contract award***

        • Oversee and guide one or more agile development teams, ensuring efficient and effective project execution.
        • Manage and optimize tools for extracting, transforming, and loading clinical data into staging storage for data migration and compliance reporting.
        • Collaborate with stakeholders to gather and define detailed technical and functional requirements.
        • Support the full spectrum of the development life cycle from requirements elicitation to post-release user support for the environment.
        • Provide technical direction, mentorship, and training to team members to enhance their skills and knowledge. And Conduct code reviews, enforce best practices, and ensure high-quality, maintainable, and scalable code.
        • Oversee the integration of new technologies and manage the deployment of software updates and patches.
        • Identify and address performance bottlenecks to ensure optimal performance of software applications.
        • Lead troubleshooting efforts for complex technical issues and ensure timely resolution to minimize downtime.
        • Assist in establishing appropriate metrics for measuring key program criteria.
        • Leads teams in determining client requirements and translating requirements
        • Identifies and assembles the appropriate blend of resources to meet project/program needs and requirements.
        • Identifies and communicates risks and issues and recommends contingency measures.
        • Provides status updates at predetermined time intervals to all stakeholders.
        • Communicates routinely to management, customers, project team members, and other stakeholders, actively soliciting and addressing customer and project team feedback.
        • Coaches and counsel members of cross-functional teams to accomplish project goals, to meet established schedules, and resolve technical issues.
        • Responsible for training, managing, and motivating the project team, as well as resolving team conflicts.


Qualifications

Required Qualifications:

      • Relevant Certification: Possession of a recognized software development certification
      • Active Public Trust Level-4 or higher, or DoD Clearance, or ability to obtain one through background investigation
      • Minimum of 10+ years of experience as an SDL overseeing healthcare projects at an enterprise level. And extensive experience in directing and overseeing project software development teams and managing conflicts within a group.
      • Ability to perform team assessments and evaluations and identify and solve project issues efficiently and effectively.
      • Hands-on technical experience providing software development led support to government sector organizations.
      • Ability to design and maintain technical documentation.
      • Excellent oral and written communication skills.
      • Excellent organizational, presentation, and customer service skills.
      • Ability to travel up to 5-10% (if needed)

      Preferred Qualifications:

      • Live within commutable distance from the customer HQ’s location, which is in ABQ, NM or Rockville, MD (or ability to perform short notice travel if remote work is approved).
      • Prior experience managing multiple remote teams. And Proven experience with complexed IT projects.
      • Bachelor’s degree (or equivalent experience) in addition to required experience
      • Flexibility to adjust to multiple demands, shifting priorities, ambiguity, and rapid change.
      • Experience in managing delivery of customer-facing and internally facing products or services.
      • Ability to build strong relationships and communicate effectively with internal and external stakeholders.
      • Knowledge and experience with different project management frameworks, including waterfall and agile and hybrid.
      • Ability to quickly learn, understand and apply new technologies.
      • Strong interpersonal skills including mentoring, coaching, collaborating, and team building.
      • Experience in mentoring more junior team members and sharing knowledge.
      • Strong knowledge and understanding of business needs with the ability to establish/maintain high level of customer trust and confidence.
