Job Summary:


This position involves planning, organizing, leading and controlling all Physical Plant functions; to include management of personnel, finances, equipment, the development and implementation of programs, policies and procedures related to the construction, maintenance, remodeling , repair and operation of utility systems in order to provide an environment which is aesthetically pleasing and conducive to the learning process and which enhances the teaching, research and public service functions of the Institution. This position reports to the Vice President for Administrative and Business Affairs and operates with a considerable degree of independence to achieve the goals of the division and the university. Work is evaluated for achievement of goals of the division and the university.



Duties and Responsibilities:


  • Oversees the day-to-day operation and maintenance of the University complex, including grounds, skilled trades, housekeeping, housing and utilities systems.

  • Develops and implements policies and procedures for operation and maintenance of university facilities.

  • Analyzes and interprets federal, state, and local laws and other legislation regarding building, grounds, utilities, employee safety and public safety which affects the university, and incorporates as necessary into policy, procedures and programs.

  • Works with architects and engineers on preparation of plans, specifications and change orders. Responsible for administering and overseeing contracts in work that is contracted out.

  • Plans and executes University preventive and programmed maintenance and manages insurance coverage on all university buildings and property.

  • Maintains Building Condition Reports, Utilities Budget Analysis, and Deferred Projects Reports.

  • Supervises through administrative staff the custodial, grounds, maintenance, and construction staff.

  • Develops a yearly Preventive Maintenance Schedule in order to keep control of maintenance projects.

  • Hires, evaluates and disciplines personnel.

  • Coordinates, plans and programs facility projects in accordance with the campus master plan.

  • Coordinates and implements work with contractor and architect for renovations and/or construction of buildings on campus.

  • Plans, programs, budgets and executes preventive and corrective programs on University facilities.

  • Manages the department budgets.

  • Performs other duties as assigned.


  • Required Minimum Qualifications:


  • Bachelor's degree degree in business administration, engineering, architecture, construction management or related field required.

  • Minimum of five years related work experience.


  • Preferred Qualifications:



    • Master's degree in engineering, business or related field.

    • Previous managerial experience relating to construction and/or building management of a complex educational facility.
