This position is based out of WRMA’s Rockville, Maryland office but is a remote/virtual position. The candidate must have consistent, daily access to a working environment conducive to professional activities (regular video/audio meetings, tasks requiring quiet focus, etc.). Necessary hardware, software, and IT support are provided.

We are currently seeking a senior professional to serve as a subject matter expert (SME) for the National Center on Subsidy Innovation and Accountability (NCSIA). NCSIA provides technical assistance (TA) to Child Care and Development Fund (CCDF) programs in developing child care subsidy systems that are child focused, family friendly, and fair to providers. NCSIA works with state, territory, and tribal grantees to help them reach goals related to subsidy eligibility, ensuring equal access to care for families eligible for subsidy, comprehensive background checks, integrating quality and subsidy, and strengthening program integrity.



Responsibilities

  • Serves as a CCDF child care subsidy Subject Matter Expert delivering expert consultation, training, and technical assistance
  • Collaborate with NCSIA regional liaisons to respond to requests for individual state, territory or region-wide training and technical assistance
  • Provide TA and training to state and territory CCDF Lead Agencies in the following areas:
  • Family engagement, including promoting family-friendly processes.
  • Eligibility policies and systems Supporting front-line eligibility workers
  • Research and develop original content and revise previously published materials including briefs and presentations
  • Plan for and develop TA and training products for states, territories, and tribes, such as national webinars, in-person presentations, and tools
  • Lead and facilitate state or regional discussion groups on CCDF eligibility (e.g., peer learning groups and open space sessions)
  • Report and meet regularly with the Office of Child Care on technical assistance needs for states and territories and participate in special projects in support of OCC
  • Partner with other national centers to collaborate or coordinate on delivery of training and technical assistance related to equal access provisions in the CCDF Final Rule


Qualifications



EDUCATION/EXPERIENCE

  • Bachelor’s degree required
  • Professional experience with subsidy administration and financial management, CCDF programs, and/or early childhood education programs
  • 5+ years’ experience working on eligibility for the CCDF program.
  • Successful experience working as a part of a team and working effectively with persons from diverse cultural, social and ethnic backgrounds.
  • Proficiency in use of computer and Microsoft Office applications.
  • Familiarity with AP style preferred. A writing sample may be required.

ABILITIES:

  • Excellent communication skills, including both oral and written.
  • Excellent computer skills including MS applications – Word, Excel, PowerPoint, and Visio, etc.
  • English-to-Spanish translation and interpretation skills a plus

PHYSICAL REQUIREMENTS:

  • Long periods of sitting
  • Long periods of computer use
  • Lifting up to 25 pounds*
  • Long periods of focus and detail orientation

*This requirement may be waived with proper documentation.

TRAVEL:Travel to project sites and conferences is required (25% or less).

SALARY AND BENEFITS:

SALARY

Salary is determined commensurate with experience of the candidate. Benefits include health insurance, holidays, and vacation benefits for all full-time employees of 30 or more hours. The salary range for this position is $80,000 to $100,000 per year. While we provide competitive compensation, it's important to note that for new hires, salaries typically align with the lower end of the range, taking into account factors such as experience, qualifications, and internal equity considerations.
