Position Summary
Under the general direction of the Geographic Information Systems (GIS) Manager, the Senior GIS Specialist may act as technical lead and is involved in complex tasks of utility mapping duties, performing advanced analysis, system design, and database modeling.
The incumbent primarily works independently, managing enterprise systems, license managers, and components of our GIS platforms. Coordination with IT administrators is vital due to business system interdependencies. Incumbent effectively manages changing priorities and critical deadlines; performs other related work and analysis as required.
Specific Responsibilities
Lead the design, development, and implementation of web and mobile applications to meet user needs;
Configure and publish REST Services, and produce other deliverables using Esri ArcGIS 11.x related extensions and add-ons or similar software;
Engineer and maintain complex geoprocessing routines and ETL workbenches using FME and/or Python; automate processes to expedite routine requests extracting spatial data from various sources, transforming it to meet specific needs, and loading into publication destinations
Collaborate with other senior staff to develop database and metadata standards, generating standard operating procedures
Provide support in integration activities for enterprise asset management, SCADA, business intelligence, work order management, and other business systems
Responsible for troubleshooting functional system issues, documenting processes, providing technical support to users, and participating in system upgrades
Work with stakeholders to define requirements and select appropriate technologies considering San Jose Water standards, licensing, and deployment patterns
Serve as the subject matter expert for assigned projects, including gathering user and system requirements, working with contractors, project managers, and internal staff
Provide elevated level of support to end-users; Be proactive and reactive support for critical systems; respond to and resolve incidents as they arise
May perform other duties as assigned
Required Knowledge Skills & Abilities
Exceptional knowledge and experience in designing, developing, and customizing mobile and web applications using Esri Enterprise (Portal, ArcGIS Server, ArcGIS Online) or similar software
Advanced ability to resolve errors, review logs, and perform modifications to ensure system reliability;
Ability to create data pipelines, diagnose and resolve failed processes, and prepare data across various spatial databases and SaaS products.
Deep understanding of geographic principles and practices; possess cartographic aptitude with ability to complete basic mathematical and statistical calculations; advanced understanding of topological types and relationships and database design elements
Advanced understanding of APIs, REST services, web requests, JSON, and XML.;
Proficiency with scripting and code expression languages, such as python, SQL, regular expression, and Arcade
Demonstrated knowledge with data exploration or visualization tools such as ArcGIS Dashboards or Tableau
Extensive experience with map production; strong cartographic skills used in presenting lateral pipeline and appurtenance data and a variety of stylized maps; Strong visual and interactive design skills using Adobe Illustrator is a plus
Possess the skills to work independently, organize tasks efficiently, solve problems proactively, and manage projects effectively
Ability to apply Agile methodology, working closely with product delivery teams to orchestrate high-velocity product delivery
Excellent written and oral communication skills to manage projects and maintain system documentation; successfully engage with stakeholders and colleagues to facilitate meetings
Knowledge of emerging geospatial technologies including Geo AI such as machine learning, deep learning, and generative AI
Committed to continuous learning and adapting to new spatial technologies and methodologies to improve skills and performance.
Required Education and Experience
A bachelor's degree from an accredited four-year university with major course work GIS, geography, computer science, data science, or a related field; master's degree preferred
Five (5) years of progressively responsible professional-level experience;
Two (2) years of technical lead experience developing and/or maintaining enterprise applications in Esri Enterprise, Geocortex Essentials, or similar platform
Two (2) years of experience with automating tasks and data manipulation tools such as FME Desktop, Python, or ArcPy;
Experience in authoring ETL (Extract, Transform, and Load) processes, optimizing system performance, and database tuning is preferred
Experience working with Oracle Spatial, PostgreSQL, and/or SQL Server databases and applications/tools (e.g. Toad for Oracle, pgAdmin)
Experience with project management and product development tools and bug tracking software such as Jira
Other Requirements
Position requires on-call response after normal business hours for critical IT system support
This position is hybrid. The employee will report to an SJW facility for a set number of days with the option to work remotely on the remaining days.
