Position Description
The mission of the Anoka County Finance department is to enrich our community by providing quality services and assuring financial integrity. We currently have an opening for a Payroll Supervisor, responsible for supervising, overseeing, and coordinating the payroll functions for Anoka County. This includes preparing, processing, and maintaining County payroll, records, and reports. The Payroll Supervisor will also foster collaborative partnerships across departments, providing support, information, and assistance to all County staff regarding payroll-related matters.
This is a full-time, exempt, hybrid-eligible position. First interviews will take place the week of April 7th, 2025, for those selected to move forward in the hiring process, with second interviews the week of April 14th, 2025.

Salary: $85,363.00 to $102,440.00 ($41.04 to $49.25 per hour)
2025 Anoka County Salary Schedule Grade 36: $85,363.00 to $119,496.00 ($41.04 to $57.45 per hour)

Work Location
This position will work at the Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303.
This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office after the successful completion of the probationary period.
Expected work hours are Monday - Friday, 8:00 a.m. - 4:30 p.m.
Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Supervisor, Accountant.
Oversee the end-to-end payroll process, ensuring accurate and timely payroll processing for all employees.
Manage payroll operations ensuring compliance with federal, state, and local payroll tax regulations, as well as applicable labor agreements.
Implement and maintain payroll policies, procedures, and controls to ensure accuracy and efficiency.
Process payroll data, including wages, benefits, deductions, garnishments, and taxes using Workday Payroll.
Collaborate closely with the Human Resources Department to ensure accuracy of payroll calculations.
Ensure the accurate maintenance and filing of payroll-related records, reports, and documentation.
Monitor payroll systems and processes, recommending improvements for efficiency and accuracy, particularly within Workday Payroll.
Test and validate semi-annual Workday software releases to ensure the accuracy of payroll calculations before the release date. Provide guidance on optional features and if they should be implemented.
Serve as a resource for other departments, providing guidance on payroll matters while maintaining confidentiality and accuracy.
Qualifications and Requirements:
Minimum Knowledge, Skills, and Abilities Needed
Requires a bachelor's degree and at least 3 years (2,080 annual hours) of job-related experience.
In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.
Preferred Knowledge, Skills, and Abilities Needed
Degree in Accounting, Business, Finance or related field.
Previous leadership experience.
Possess a Certified Public Accountant (CPA) or a Certified Public Finance Officer (CPFO) or a Certified Payroll Professional (CPP) license.
Knowledge of Generally Accepted Accounting Principles (GAAP), financial systems and county organization and operation and ability to apply that knowledge.
Ability to analyze, develop and interpret rules, regulations, policies and practices.
Strong understanding of payroll processes, tax regulations, and government payroll systems, with specific experience in Workday Payroll.
Advanced experience with Workday Payroll or other relevant payroll systems.
Strong verbal and written communication skills.
Physical Demands and Work Conditions
Standard office environment.
Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness.
Hearing abilities required for general and phone communication, signals, and machine sounds.
Cognitive abilities required include problem solving, prioritization of tasks, short- and long-term memory, interpreting and understanding written documents, and general mathematical skills.
Assignments may require several hours of varied physical activity in addition to viewing a computer screen, sitting at a desk, or walking/standing to assist county employees.
Physical activity may include repeated bending, stooping, reaching, frequent wrist and finger manipulation to complete computer work, and occasionally pushing carts to transport equipment.
Regular lifting of 20-50 lbs. while moving materials.
Equipment used includes computers, phones, and standard office equipment in addition to IT maintenance equipment depending on assignment.
IT maintenance equipment may include but is not limited to hand and power tools, electrical and electronic installation and testing tools/instruments, and personal protective equipment.
Occasional travel to other county work sites as needed.
Travel between work sites may require driving a county vehicle and/or a personal vehicle.
