Position Description



Anoka County's Human Services division is committed to working with people to improve lives through collaboration across its five departments: Community Corrections, Community Social Services & Behavioral Health, Economic Assistance, Public Health & Environmental Services, and Job Training Center.


We are seeking Senior Manager, Budgeting, to oversee, plan, and direct the budget and financial management of the Human Services Division to optimize resources, deliver outcomes and leverage available state and federal dollars. The position is responsible for overall leadership across five departments and over $100 million combined budget. This role gives work direction to Division level budget analyst staff via direct supervision and provides leadership and coordination across departments in Human Services and Finance. The position works with department directors and the Anoka County finance team to support budget preparation, strategy, and alignment across the entire Division to maximize revenue and reduce county property tax liability while delivering excellent human services.


This is a full-time, exempt, hybrid position. Interviews will take place mid-April for those selected to move forward in the hiring process.



Pay & Benefits



  • Hiring range: $107,993 to $129,563 ($51.92 to $62.29 per hour).

  • 2025 Anoka County Salary Schedule Grade 39: $107,993 to $151,112 ($51.92 to $72.65 per hour).

Work Location



  • This position will work at the Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303.

  • This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.

  • Expected work hours are Monday - Friday, 8:00 a.m. - 4:30 p.m.




Job Duties and Responsibilities

These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Senior Manager, Budgeting.


  • Oversee, plan and direct the financial management of the Human Services Division.

  • Oversee a team supporting financial management, the budget process and financial analysis across Human Services, including both direct reports and dotted line relationships with each department in the division.

  • Partner with HS Chief Officer, HS Deputy Director, Department Directors, and Anoka County's finance team to align and implement budgets across departments.

  • Identify and implement opportunities to leverage funding and improve operational practices across related Human Services departments.

  • Oversee financial reporting, projections, and analytics to support sound financial management for Human Services, in partnership with the finance department.

  • Develop long term strategic financial plans to maximize revenue and plan for expenditures, across complex state and federal funding streams within Human Services, minimizing the impact on county property tax dollars.

  • Coordinate with county finance department on behalf of the Division and departments, ensuring alignment with broader county vision.

  • Represent Human Services and Anoka County on state or region-wide financial and/or funding work groups and partnerships that are focused on Human Services.

  • Provide leadership, coaching, and work direction and managing activities for division budget and finance staff, and support the development and alignment of financial staff from each Human Services department.

  • Support audits and compliance activities along with partners from finance, audits and programs.




Qualifications and Requirements:




Minimum Knowledge, Skills, and Abilities Needed



  • Requires a bachelor's degree and at least 6 years of job-related experience.

  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.




Preferred Knowledge, Skills, and Abilities Needed



  • Degree in Finance, Business, Accounting, or related field.

  • Experience leading teams and creating positive and productive work environments.

  • Experience developing analytics and forecasting tools and reports using complex financial data.

  • Knowledge of Generally Accepted Accounting Principles (GAAP), financial systems and county organization and operation and ability to apply that knowledge.

  • Experience with federal and state funding structure for county human services programs in Minnesota or another state.

  • Ability to analyze, develop and interpret rules, regulations, policies and practices.

  • Strong verbal and written communication skills.

  • Ability to organize and create systems to manage complex work.

  • Ability to explain complex financial concepts to lay users.

  • Ability to build teams and motivate staff.




Physical Demands and Work Conditions



  • Standard office environment.

  • Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness.

  • Hearing abilities required for general and phone communication, signals, and machine sounds.

  • Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work.

  • Occasional lifting of 10-20 lbs.

  • Equipment used includes computers, phones, and standard office equipment.

  • Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle.
