Job Overview
The Quality Control, Federal Programs Officer will be responsible for performing ongoing quality control reviews of all federally funded programs throughout their lifecycle to ensure critical steps were completed in line with all relevant federal regulations.
This role serves as a critical component in mitigating audit risk by providing a thorough and comprehensive review of the files for federally funded projects and programs.
The ideal candidate for this position is detail oriented, has prior experience working with federal regulations, and is able to balance multiple priorities.
$65,484 - $81,855
Note: The NJEDA currently offers a hybrid work schedule for up to 2 days of telecommute work from home. To participate, you will be required to have high speed home internet access and a manager's approval. This program does not supersede the "New Jersey First Act", which requires newly hired NJEDA employees to establish and then maintain, principal residence in the State of New Jersey.
Responsibilities
Duties
Daily Tasks and Responsibilities:
Performs ongoing reviews of project files during various stages (pre-approval, pre-closing, pre-closeout), to ensure projects are compliant will all federal regulations
Supports the Federal Programs team with the overall workload related to compliance, including but not limited, to maintenance of program files, ongoing program and project data collection and documentation (i.e. data integrity reviews, support collaboration with program owners on files, etc.)
Performs other tasks on request to support the Federal Programs team.
Projects:
Supports the Senior Officer and Program Manager in maintaining SOPS and Policy and Procedures for Federal Programs.
Works with Post-Closing Financial Services and Closing Services to ensure all Super Sandy CDBG-DR projects remain in compliance.
Goals and Objectives:
The Quality Control Officer will be expected to maintain a schedule of file reviews and complete checklists through to completion
Provide insight into areas of weakness or trends in programs and processes to inform process improvements
Foster consistent utilization of CRM for program files to effectively enable accurate data collection and report generation
Collaboration and Cross-Divisional Interaction:
The Quality Control Officer will work closely with Legal Compliance, the CFO/Accounting, Closing Services and Post-Closing Financial Services, as well as with all Product Owners in the course of file review.
Reporting Structure:
This position will report the Program Manager, Reporting & Compliance
This position receives general supervision. There is some autonomy in day-to-day activities, but most decisions and courses of action are prescribed or require approval from a manager.
Must complete annual self-assessment as required.
Performs other duties and special projects, as assigned.
Qualifications
Skills and Qualifications
Technical Skills:
Familiarity with federal regulations and federal reporting requirements
Soft Skills:
Strong analytical, technical and organizational skills with excellent attention to detail.
Ability to communicate effectively both verbally and in writing; proficient in grammar, spelling and editing; and foster communications with business professionals and EDA staff.
Ability to carefully identify issues and effectively solve problems
Experience:
5 years of experience in business, accounting, finance, economic or community development, or similar professional experience
2 years experience with federal regulations or similar
Advanced degree or industry specific certification may be substituted for 1 year of experience
Education:
Bachelor’s Degree or equivalent experience
Software/Tools Proficiency:
NJEDA utilizes Microsoft as the core application platform and proficiency in the Microsoft Office Suite is preferred.

Travel expected when necessary for business operations
Certificates and Licenses Required
Staff are required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position.
