JOB SUMMARY

The ITPM Program Manager is responsible for the overall management of the contract Performance Work Statement (PWS); i.e. Statement of Work (SOW). This includes monitoring and managing Costs, Schedule (s), Performance, and Risks at the program level to ensure acquired tasking and client objectives are being met within the scope and scale of the contract. This contract supports U.S.Army Intelligence and Security Command (INSCOM), located at Ft Belvoir.

IT project management staff are expected to support multiple simultaneous IT projects. These IT projects will vary and include large and small scale Military Construction (MILCON) projects IT enterprise services projects, IT communications/networking projects, software and hardware upgrade projects, military compound IT master planning projects, IT support projects for direct military operations and IT services/networking contingency planning projects.

RESPONSIBILITIES:

  • Accountable for all aspects of contract execution and manages the hands-on, day-to-day execution of related operational activities.
  • Responsible for program/project management operations and resourcing of all contract requirements, including staffing, and tasking responses.
  • Responsible for meeting all technical, financial, and contractual requirements including Cost:
    • Financials:
      • Invoices-Review accuracy and approve program expenditure related to labor, Other Direct Costs (ODC), and Surge Support, as necessary.
    • Burn Rates
      • Track programmatic burn against funded and budgeted program financial data.
      • Monitor for trends that deviate from target/expected results and report findings to corporate leadership for attention and/or resolution.
  • Authorized to act on all matters relating to the daily operation of the contract including:
    • Schedule(s)-Timekeeping, Master Schedule, Personnel Availability and Battle Rhythm.
    • Performance-Deliverables.
    • Risk(s)-Master Risk Matrix and Risk Board Champion.
  • Responsible for achieving operational objectives by contributing information and recommendations to strategic plans and reviews, preparing and completing action plans, and implementing production.
  • Responsible for developing and tracking budgets, project management, process improvement, and performance management.
  • Responsible performing tasks as specified in the Program Management Institute (PMI) guidelines and directive. Located on-site here in INSCOM HQs, and responsible for executing programs/projects.
  • Primary Point-of-Contact for the Government.

EDUCATION/EXPERIENCE/SKILLS:

  • Associate’s degree in business or IT related field required.
  • 8 years of IT project management experience with Master’s degree, including 6 years of supervisory experience leading teams of at least 11 people.
  • 10 years of IT project management experience with Bachelor’s degree, including 6 years of supervisory experience leading teams of at least 11 people.
  • 12 years of IT project management experience with Associate’s degree, including 6 years of supervisory experience leading teams of at least 11 people.
  • 14 years of IT project management experience in lieu of a degree, including 6 years of supervisory experience leading teams of at least 11 people.
  • 5 years of working experience with Microsoft Project.

CERTIFICATIONS:

  • Project Management Professional Certification (PMP)
  • Additional ITIL, ITSM, Agile, SCRUM, Structured Cabling, Network, or Systems Certifications (RCDD)
  • Required Security Clearance TS/SCI
