The Integrated Technology Services Department:
The Eleventh District’s Integrated Technology Services department provides innovative technology solutions and services to support the Bank's mission, vision, and strategic priorities. We work with our partners in the Eleventh District and across the Federal Reserve System (“System”) to provide essential technology solutions and services needed to support the mission of the Federal Reserve. We strive to be an agile and innovative organization that delivers high-value solutions and services including business process automation, digital collaboration tools, application development, and product and program management services. We have expertise in a variety of focus areas from cloud computing and automation to artificial intelligence and machine learning. We measure success by our ability to help customers identify and implement leading edge technology solutions that are the best fit for their strategic needs.
The Role:
Overview:
The Federal Reserve Bank of Dallas is seeking a Vice President to provide executive oversight and strategic leadership to the Head of Architecture function in the Integrated Technology Services department. The Head of Architecture function sets the IT architecture strategy in support of business product strategies, optimizes how users experience technology, and shapes and aligns the IT architecture to the needs of the business through continuous innovation.
The ideal candidate is an experienced and passionate technology executive who is a forward-looking, visionary technology leader with an innovative, customer-focused mindset capable of helping Federal Reserve businesses achieve their mission through technology transformation. This is a pivotal role that will own business and technology architecture and be responsible for the management and evolution of IT reference architectures for the Federal Reserve Bank of Dallas.
The Vice President and Head of Architecture reports directly to the Chief Information Officer. In this capacity, the Vice President supports the development of the Bank’s strategic plan, collaborates with colleagues throughout the enterprise to contribute to the organization’s mission, strategic vision and core values.
Key Responsibilities:
Provides leadership and expertise in the development of architectural standards, design patterns, and IT practices.
Leads the identification and analysis of enterprise business drivers to derive business and solution architecture requirements.
Influences strategic direction of business architecture and gains consensus from key governance groups and decision-makers.
Oversees IT architectures for applications, data, platforms, tools, infrastructure, and data interchange.
Plays a key role in overseeing IT architecture governance and advisory groups such as the Local Architecture Review Board.
Serves as principal technology transformation change agent and advocates for emerging technologies that offer potential business value.
Establishes and maintains strong relationships with key stakeholders such as National IT, Federal Reserve Bank of New York Markets, and national business lines including Supervision and Regulation, Credit Risk Management, and Federal Reserve Financial Services.
Partners with business stakeholders to anticipate key technology and marketplace trends and drives continuous improvement and business results.
Builds and maintains strong relationships with executive teams, business and System IT stakeholders, including National IT’s Architecture of the Enterprise, acting as a trusted advisor and partner.
Fosters an environment in which employees are encouraged to continually learn, develop and contribute to Bank and System goals.

Minimum Requirements:
Bachelor’s degree in technology, business, change management, strategic planning or a related field or equivalent work experience. Exceptional work experience may be considered in lieu of a degree. Master’s degree preferred.
Minimum of 12 to 15 years’ experience of progressive people and business leadership experience leading major technology architecture programs and initiatives in large, complex organizations.
Exceptional experience in solutions architecture, data architecture, and business architecture.
Expertise in designing, planning, and implementing initiatives including, but not limited to: business transformation, Cloud migration, application modernization, Cloud native development, Cloud Governance, data transformation, and DevSecOps.
Expertise architecting and developing secure, scalable, and resilient cloud strategies and solutions that enable cloud adoption acceleration, emerging application design, future state architecture, and seamless deployment through infrastructure pipelines.
Proficient and active practitioner of the TOGAF framework, knowledgeable about BIZBOK, and Zero Trust Architecture, and experience developing architecture blueprints, strategies, and roadmaps.
Knowledge of the Federal Reserve System and financial industry or a demonstrated ability to rapidly learn new business environments and quickly and effectively adapt leadership style to new and unique operating environments.
Strong collaboration skills with a focus on fostering strong relationships with an ability to partner effectively with others in the pursuit of common goals.
Excellent written and oral communicator including ability to communicate at all levels of the organization.

This position is based in Dallas. A relocation package will be offered. The position requires local and out-of-state travel as business needs dictate.
We use a hybrid work schedule that allows remote work but requires on-site work (in the office) based on business needs.
