The Policy Manager - ISO is the Company's primary leader, communicator and coordinator for ISO/regional energy policy and stakeholder processes in New England (ISO New England; New England Power Pool). The Policy Manager - ISO plays a key role in helping the Company achieve implementation of its clean energy strategy by working with Company leadership to identify and advance favorable ISO and regional energy policies/positions externally via stakeholder processes and other venues as appropriate. Specifically, this role is focused on the development, communication, and advocacy of Company transmission policy/positions in New England. The Policy Manager - ISO must develop key business relationships and communicate effectively with stakeholders, regulators, other utilities, and Company leadership. The Policy Manager - ISO will also be the Company's primary subject matter expert on ISO tariffs and processes. Frequent travel to regional stakeholder and other meetings in-person in New England is required.
Key Responsibilities
Leads Avangrid Networks' participation in transmission regional stakeholder processes, including representation on stakeholder committees to advance Company interests.
Develops deep understanding of Networks transmission business and associated key strategic policy objectives. Anticipates future needs and rule changes and coordinates proactive positioning.
Develops productive business relationships with other utilities, stakeholders and ISO leadership and staff to effectively advocate on behalf of the Company and our customers.
Seeks out opportunities to lead regional stakeholder committees and utility groups (for example New England Transmission Owners). Participates on behalf of the company in industry groups advancing transmission, including WIRES and EEI committees.
Leads cross-functional teams, both internally and externally, to ensure favorable outcomes in policy and stakeholder proceedings.
Evaluates and summarizes documents for regulatory, policy, strategy, and business implications, including but not limited to Company documents, interview notes, regulatory filings, interrogatories, orders, and reports. Produces internal summaries and analysis along with executive briefings.
Represents the Company in meetings, hearings and technical sessions with federal and state regulators and their staffs.
Serves as the lead Company subject matter expert on federal, regional, and state initiatives, policies and regulations related to transmission and ISO wholesale tariffs and market rules for New England.
Coordinates Avangrid positioning on regional/ISO policies with other Avangrid business units such as Avangrid Renewables on key issues that broadly affect Avangrid.
May be responsible for regulatory compliance functions across Avangrid Networks companies, including the preparing and coordination of training for Avangrid Networks employees.
Provides leadership and mentoring to less experienced teammates.
Required Qualifications
8+ years of relevant experience, with a strong preference for leadership experience in regulatory and stakeholders processes related to transmission policy and tariffs, wholesale power markets, or transmission development and interconnections.
Bachelor's degree in Business, Finance, Economics, Engineering or another related field.
Superior interpersonal and communication skills, including a high degree of comfort communicating with executives and external audiences.
Demonstrated critical thinking skills and judgment dealing with complex business issues.
Proven ability to perform at a high level with minimal supervision.
Demonstrated track record of leading and interacting across organizations with credibility and integrity.
Agility, versatility, and flexibility, productive in a multi-tasking and rapidly changing environment.
Proficiency with Microsoft Office Suite, with emphasis on Word, Excel and Power Point.
Preferred Qualifications
Extensive experience with regional energy policy matters in New England.
Experience with stakeholder representation and advocacy.
Strong understanding of wholesale power markets.
Negotiation/dispute resolution skills
Strong project management and organizational skills
Understanding of interrelationships of revenue requirement, rate design and financial performance
Ability to coach and mentor teammates
