General Summary
This position is responsible for leading the strategic development, execution, and effectiveness of a Federal Government Affairs program by building and maintaining professional relationships with members of federal government, Congressional members and agency staff, and federal trade associations in support of the Company's strategic goals. This position also supports the Company's Group and Regional management teams in their building and maintaining professional relationships with state and local government officials and agencies.
Act as the Company's representative for Federal Government Affairs related efforts by sitting on the Government Affairs Committees of National Stone Sand and Gravel Association (NSSGA), National Asphalt Pavement Association (NAPA), Associated General Contractors of America (AGC) American Road and Transportation Builders of America (ARTBA) and Society of American Military Engineers (SAME) and other Committees and/or Boards as directed by the Chief Operating Officer.
Develop and maintain relationships with policymakers, elected officials, and counterparts in in the industry in order to understand lawmaker intentions while educating policymakers on the potential impacts to Granite, the construction and construction materials industry, and other key stakeholders.
Communicate status of important federal issues to the Company Executive Committee and/or Regional Managers; and seek involvement and expertise of other Company's employees on specific issues.
Provide industry representation on behalf of the Company to further develop relationships with potential construction partners and companies targeted for acquisitions or other contractual relationships.
Collaborate with the Company's groups, regions and subsidiaries to successfully develop and implement a Government Affairs strategy for state and local governments where the Company operates.
Collaborate with the Executive Committee explore increasing long-term alternative delivery processes for winning and building infrastructure.
Act as the Chair of the Company's Employee Political Action Committee (Granite Employees PAC).
Collaborate with industry advocates to develop and implement strategy to further the interests of the Company and the infrastructure of the construction industry as it relates to funding and federal regulations.
Provide government affairs and industry relations related support regarding potential Company acquisition and divestiture ventures.
Education
Minimum of an undergraduate degree in engineering, political science, finance, accounting, public relations, business administration or communications.
Work Experience
Minimum of 15 years of related experience in dealing with government affairs working for government agencies or legislatures, trade associations, government affairs consultants or firms, or other construction or construction materials companies.
Knowledge, skills, and abilities
Must have an understanding of infrastructure construction and construction materials industry, environmental regulations and public transportation funding.
Must be able to build and maintain strong working relationships.
Must have strong organizational skills with attention to accuracy and detail.
Must have strong critical-thinking skills with the ability to research and analyze data retrieved from multiple sources.
Must possess and demonstrate excellent verbal, written, and interpersonal communications skills and the ability to effectively interact and maintain positive working relationships with internal and external stakeholders.
Must be a self-starter with the ability to adapt, set priorities, and organize work.
Must be able to work in a high-volume work environment while responding quickly and effectively under pressure, changing priorities, tight timelines, and deadlines.
Must be able to foster a common vision, build rapport, and cultivate working relationships while overseeing and providing government affairs and industry relations guidance.
Must demonstrate commitment to continuous improvement in a dynamic environment.

Base Salary Range:
$242,073.00 - $363,109.00 Pay may vary based upon relevant experience, skills, location, and education among other factors.
