Job Description:

The Procurement Officer for the Nebraska Department of Correctional Services (NDCS) is vital to achieving this mission! The Procurement Officer works on-site (no remote work) at Cornhusker State Industries (CSI) and Central Office Purchasing in Lincoln, NE. CSI is a production manufacturing division of NDCS. This position reports to NDCS Central Procurement and supervises a procurement teammate. DUTIES:
The Procurement Officer will follow state and agency procurement statutes, policies, and procedures to:
•receive requests for products.
•review for appropriateness and obtain necessary quotes.
•write and prepare Requests for Proposals (RFP) and Invitations to Bid
(ITB) including the technical bid specifications necessary to establish
contracts for critical goods and supplies.
•evaluate bid responses for conformance to specification.
•prepare and manage contracts for use within the inventory platform.
•prepare, place, and monitor purchase orders.
•proactively manage assigned contracts for timely rebids and renewals
prior to expiration deadlines.
These duties require ensuring deliverables are received, specifications are met, and payments are made. This position works closely with manufacturing and inventory management to ensure the integrity of the inventory/costing platform. CSI/NDCS requires many types of goods and services to operate and maintain production in shops located statewide. Examples of goods/services required include but are not limited to commissary stock including food products, paper/plastics, raw materials for word-working and textile shops, and/or building systems' repairs or service.



Requirements/Qualifications




Minimum Qualifications: Bachelor's degree in business administration, procurement, supply/inventory operations or related field AND three years procurement related experience. Experience can be substituted for education on a year for year basis.



Preferred Qualifications: Experience using the State's Payment and Financial Center (PFC), including Procurement or Manufacturing module(s). Previous experience utilizing the State's competitive procurement process, practices, rules, and regulations. Supervisory experience. Experience with Generally Accepted Accounting Principles, inventory, or supply chain management.



Other: Transcripts required prior to appointment. Applicants accepting a job offer must pass the following pre-employment exams: medical exam and a random drug test. Once at the NDCS Staff Training Academy, must successfully complete the fully paid NE Corrections Training Program.
