Job Summary/Basic Function: The Detective Lieutenant of Campus Safety reports to the Director/Chief of Campus Safety. The Detective Lieutenant is located on the Wheaton College Campus and is responsible for the day-to-day operations with the Chief of Police. The Detective Lieutenant will be familiar with the challenges facing higher education, demonstrate an understanding of community policing, and be capable of managing needs of multiple diverse stakeholders. PRINCIPAL DUTIES AND RESPONSIBILITIES:

Serve as the Campus Safety Second in Command
Direct departmental initiatives that include campus safety services. Crime prevention, investigations, dispatch/communications, training and education, electronic security technologies, parking management, management, transportation, fire and life safety, and emergency management/civil response.
Support, sustain and advance the missions and visions of Wheaton College through use of best practices in campus law enforcement, fire and safety and emergency preparedness.
Enhance the protection of the campus community, visitors, and facilities in accordance with state and local laws, codes, and regulations, as well as the policies and procedures of Wheaton Campus Safety.
Foster a culture of collaborations diversity, equity and inclusion with mutual respect, innovation, and continuous improvement throughout the communities served.
Work closely with various departments of the college as needed with continuous support to Resident Life, Title IX, and the Counselling Center.
Responsible for the coordination of investigations as assigned by the Director of Campus Safety.
Serve as a CLERY Team Leader.
Participate in the selection, management, and development of staff while maintaining a healthy work environment consistent with values of the college.
Serve as institutional liaison to local, state and federal law enforcement agencies.
Responsible for investigating crimes which include domestics, stalking, sexual assaults (not referred to Norton PD), narcotics offenses, larcenies, malicious destruction offenses, breaking and entering’s, hate crimes, assault and battery offense, identity theft, cybercrime offenses, criminal harassment, writing all search warrant affidavits as needed, and the entry of these into NIBRS.
Manage all property and evidence.
Department liaison for the Bristol County District Attorney’s Office which includes the handling of department court cases in Bristol County Superior Court, the District Attorney Search Warrant team, which includes handling discovery, coordinating, and clerks’ hearings/show cause hearings.
Department Liaison for Bristol District Court which includes relationships with the presiding judge, clerk, and probation office.
Conducts and oversees all Internal Affairs investigations for the department and reports the findings of the investigation to the Chief of Police in writing.
Department liaison for training for all Special State Police Officers (SSPO) which includes, in-service training and recertification.
Perform other duties as assigned.
Minimum Qualifications:
Bachelor’s degree required: master’s degree preferred: ten (10) years of progressively responsible and related experience, preferably in higher education, including five (5) years of supervisory experience.
Demonstrated knowledge of policing in a campus environment: a clear understanding of the Clery Act and Title IX regulations and requirements relating to colleges: ability to model professional standards and behaviors: strong leadership, planning, and critical thinking skills: a commitment to mentoring, encouraging, and developing staff: strong oral and written communication skills: experience in disaster preparedness and emergency planning and management: demonstrated ability to coordinate multi-disciplinary responses to emergency or large scale events on or near campus: the ability to interact with others: and familiarity with Microsoft Office.
Applicant must have or be able to obtain POST Certification for a State Police Warrant (SSPO), a valid license to operate a motor vehicle and meet the driving requirements of Wheaton College.

When determining and establishing hiring rates or recruitment ranges for a position, the College considers a number of factors including the budget for the position, the range of the grade, the external market for the position or similar positions, level and scope of responsibilities, required education, skills and relevant experience as well as internal equity. All salary offers must have the prior approval of the Office of Human Resources.
The anticipated hiring or recruitment range for this position is $80,000-$85,000.
