POSITION SUMMARY:
Housed within the USF College of Nursing Research Center, the Unit Research Administrator acts as a primary contact between Principal Investigators (faculty, post-doctoral fellows, and doctoral students), Sponsored Research, and Research Financial Management on the identification, development, review, submission and subsequent administration of grants and contracts.
The College of Nursing submits approximately 50 research and training proposals per year and receives approximately $4 million in sponsored research funding annually. Research Administration is responsible for administering 70-80 sponsored research accounts, 30-40 faculty and center indirect cost rebate accounts, and 15-20 pilot projects on an annual basis. The incumbent (Unit Research Administrator) will provide support in all phases of grant submission and award management and will serve as a liaison with the USF Division of Sponsored Research (DSR) and Research Financial Management (RFM).
RESPONSIBILITIES:
Proposal Development and Pre-Award: Works closely with faculty and students in the development of proposals while ensuring compliance with applicable sponsor, University and College of Nursing regulations, guidelines, and processes. Provides technical assistance to facilitate the development of grant proposals and assists faculty with submitting proposals to various agencies. Assists in critical review, writing, and editing of research proposal. Calculates budgets and ensures inclusion of all appropriate and required elements including direct and indirect costs, cost share, program income, etc. Assists in developing budget justifications, review of sub-recipient budgets and justifications, and insures accurate completion of sponsor application forms (electronic and hard copy) and USF internal forms. Works with the CON Research Center administrators and staff to insure completeness and compliance of all components of the proposal. Interfaces with USF DSR to submit proposals timely and accurately to sponsoring agencies.
Post Award Management: Responsible for the oversight and support to Principal Investigators, project staff, and CON administration in the following areas of post-award management. Awards underwrite accounts properly assessing risk; prepares and oversees award setup; develops and modifies as necessary sub-recipient agreements; processes all financial transactions including payroll distribution monitoring and cost transfers; prepares documents for HR for hiring project personnel; monitors effort reporting process; identifying and tracks cost sharing and matching requirements and documentation; assists with obtaining sponsor approvals for non-budgeted financial transactions or changes; preparation of monthly ledgers and reconciliation reports; annual and award financial closeouts; assists with responses to audits and post-project requests. Collaborates with and serves as liaison with RFM. Will work with the college's Administrative Affairs Office on review of best practices and proper monitoring of financial activities; may supervise students or other accounting staff.
Review, evaluate, and make recommendations related to the development and editing of CON operating controls designed to ensure compliance with policies and procedures. Controls will be based on reasonableness, allow ability, and allocability of costs charged directly to sponsored projects. Provides reports on activities to administrators. Disseminates information through a newsletter, website, on-line or in conference or presentation to faculty, students, and staff as needed. Attends meetings, collaborates with other research personnel for best practices, represents the college on committees/ task forces, and may act as backup to supervisor where needed at meetings, presentations, etc.

POSITION QUALIFICATIONS:
MINIMUM:
To be considered for the Unit Research Administrator position, the following minimum qualifications must be met:
This position requires a Bachelor's degree and 1 year of research administration experience; or a Master's degree. Progressively responsible related experience may substitute for the required education on a year for year basis.
FLSB1310 Equivalency:
4 years of directly relevant experience may be substituted for bachelor's degree.
6 years of directly relevant experience may be substituted for master's degree.
PREFERRED:
Master's Degree and two years of project financial management experience at the college level within a research University environment and who are certified USF TRAIN.
