Position Summary

The senior level Management & Program Analyst supports the mission of the United States Agency for International Development (USAID) Bureau for Management (M Bureau) by providing administrative, analytical, and technical support to USAID, M Bureau, and select Operating Units (OU). This role has two primary functions: 1) serving as Rules Coordinator for the USAID's rulemaking process; and 2) providing crucial support to the Agency's Partner Vetting program, a key risk mitigation tool designed to ensure that USAID-funded activities do not inadvertently support terrorism. The performance of this position is key to RavenTek's performance on the USAID Management contract, and therefore RavenTek's mission to support USAID.


Essential Duties and Responsibilities

  • Coordinate and provide oversight of the Agency's rulemaking process, advising agency staff on regulatory procedures and best practices, and collaborating with key intra-agency and inter-agency stakeholders to ensure smooth progression from initiation to final publication.
  • Support M Bureau's oversight of the Agency's PV program, including assisting with intra-agency working groups, supporting the development and refinement of PV procedures, coordinating administrative tasks, facilitating responses to audits and external communications, and contributing to the analysis and reporting of PV activities.
  • May serve as an expert analyst in the assessment and improvement of operational effectiveness or the improvement of complex management and administrative policies, processes, and systems.
  • Assist in determining need for written policies and procedures, overseeing the development of policy, procedures, or technological platforms, reviewing, and recommending approval upon completion, supporting initial implementation, and making implementation improvement recommendations.
  • Make recommendations to strengthen diversity, equity, inclusion, and accessibility (DEIA) in operational policy.
  • Lead assessments of impact and implementation of management operations policies, making recommendations for policy changes to streamline, improve accessibility, and increase compliance.
  • Consult with management to prepare detailed plans, goals, objectives, operational or information technology requirements, and criteria for complex or high-value management processes and systems.
  • Present findings and recommendations on complex issues or problems impacting major programs.
  • Demonstrate strong project management skills by coordinating working groups on complex issues to solicit technical and legal input, establish milestones, meet expected results, and communicate results, issues, and challenges to senior management.
  • Plan and develop quality programs, procedures, and methodologies to improve the effectiveness and efficiency of work methods and management controls for a major component of agency operations.
  • Draft correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues.
  • Provide support for other operational performance management duties, as needed.
  • Maintain timely and accurate records and status of tasks.
  • Enter actual time worked, once complete, at the end of the day, or no later than 10:00 a.m. the following workday, and submit timesheets at the end of each pay period.
  • Submit MSRs (Monthly Status Report) as required.
  • Complete required compliance training as assigned by RavenTek.
  • Monitor and respond to RavenTek email a minimum of 3 times per week.
  • Other duties as assigned.
  • Must live in the Washington D.C. area.

Qualifications, Knowledge, and Critical Skills

  • Proven proficiency in the use of Microsoft Office, including Excel, PowerPoint, and Word.
  • Proven proficiency in the use of Google Suite, including Google Sheets, Docs, and Slides.
  • Proven proficiency in the use of the internet, email applications, and database applications.
  • Demonstrated ability to appropriately handle sensitive and extensive confidential information.
  • Excellent skills in communicating both orally and in writing, in plain language with diverse groups of internal and external stakeholders, in addition to technical and non-technical audiences.
  • Demonstrated experience in overseeing complex processes, preferably within a government or similar context.
  • Demonstrated ability to analyze complex policy issues, synthesize information from diverse sources, and effectively communicate findings to stakeholders.
  • Experience in developing guidance, and advising, supporting, and/or training staff.
  • Strong project management skills to effectively coordinate complex processes.
  • Basic familiarity with federal acquisition processes (desired but not required).

Education & Work Experience

  • Minimum of ten years of relevant experience.
  • A master's degree in a relevant field can substitute for two years' experience.

  • Not applicable.

Special Requirements

  • Secret clearance required.

Work Environment

When working on-site, employees will be working indoors in an office environment with other people. Potential moderate temperature fluctuations. Typical indoor and computer related noise level, and typical office, paper, and equipment related dust. Exposure to video display terminals occurs regularly.


Physical Demands

Employee needs to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; see, talk and hear. Most positions require the ability to work on a desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and providing recommendations, summaries and/or reports in written format. Employees may be required to occasionally lift and/or move moderate amounts of weight, typically less than 20 pounds. Regular and predictable attendance is essential.
