Job Description:

Role(s): The Capture Manager assists in advancing corporate business development initiatives, managing the Capture Process for assigned opportunities while supporting Business Development, Marketing, and Proposal Development activities as needed. This role reports to the Director of Business Development.

Responsibilities:

Capture Management

• Manage the entire capture lifecycle on assigned opportunities, from qualification and pursuit decision points through release of the solicitation

• Develop, update, maintain, and provide input to Capture Plans that track all activities and document all information gathered throughout the capture lifecycle; report updates regularly (both verbally and in writing)

• Gather, assess, and validate customer requirements, including the development, coordination, and execution of Customer Call Plans

• Facilitate Capture Solution Sessions with other corporate resources, technical subject matter experts, and teaming partners to develop and mature win strategies

• Assist in gap identification and assessment, brainstorming, and strategizing to develop strategies to overcome weaknesses and mitigate risks

• Foster, maintain, and document a network of trusted teaming partners, both internal and external to the company, to support capture and proposal activities

• Identify potential teaming partners to support assigned opportunities and participate in the negotiation of Teaming Agreements and strategic alliances

• Research and assess probable competition and conduct exercises to strengthen the win strategy in relation to the competitive landscape

• Maintain clear and ongoing communication with executive leadership to keep them informed about opportunity direction and progress

• Generate reports and graphical displays of data as requested by leadership to support decision-making

• Update and maintain current capture records, optimizing efficiency in use of a shared folder structure on a secure hard drive

• May provide guidance and training to less experienced Capture personnel

Business Development

• Work closely with other corporate resources to identify, define, and coordinate activities required to shape, mature, and advance the corporate win posture of opportunities throughout the full capture lifecycle

• Leverage federal opportunity business tools (e.g., FPDS, SAM.gov, Capture2Proposal, etc.) to conduct competitive research and gather business intelligence data in support of corporate efforts to develop new market segments, build a business development pipeline, and pursue qualifying opportunities

• Assist in the research, development, and execution of business development plans and strategies

Marketing

• Contribute input to corporate marketing artifacts (e.g., capability statements, slick sheets, targeted campaigns, etc.) and brief corporate personnel, potential customers, and teammates on company offerings

•Assist in marketing the company via personal social media accounts (e.g., LinkedIn, etc.)

Proposal Development

•Collaborate with the proposal team to translate requirements into a robust win strategy, carefully tested and validated with a strong value proposition and differentiated bid elements based on compelling features and benefits

• Assist the proposal development process by ensuring capture output (e.g., technical and management solutions, defined win themes, etc.) are effectively translated into the respective proposal volumes through participation in planning meetings and color reviews

• May infrequently assist in managing the proposal development process

• May provide writing input during the proposal development process

• Participate in after-action/debrief reviews following proposal submission to institute best practices and implement lessons learned

Education:

• High School Diploma, at minimum, is required

• Bachelor’s Degree in Business Administration, Acquisition Management, Project Management, or a related discipline is preferred

Years of Experience:

• Military experience or past employment with a firm in the U.S. government contracting space

• 5 years of demonstrated experience with government contracts and government acquisition programs is required, not limited to:

o Familiarity with multiple award contracts and associated ordering practices

o Understanding of the defense acquisition lifecycle per Department of Defense Instruction 5000.02

o General knowledge of operations associated with program management and analysis, lifecycle logistics, budget and financial management, systems engineering, and test and evaluation of a defense acquisition program

o Knowledge of fixed price and cost reimbursement contracts

• Demonstrable Capture Management success in several contracts won preferred

o Knowledge of the Capture Process and a discipline to pursue the process, to include experience planning and administering diverse, interdisciplinary teams to develop and evolve win strategies

o Understanding of U.S. Federal Procurement activities with direct experience pursuing Department of Defense (DoD) opportunities (military and non-military)

o Experience developing customer relationships, building industry relationships, and leading capture efforts

Certifications:

• Completion of the Shipley Associates training (or comparable training/certification) is preferred

Skills:

•Ability to plan, communicate, and execute multi-step and interdependent activities effectively

• Excellent communication skills, in writing and verbally, with an ability to present complex concepts

• Outstanding organizational, planning, and time management skills; personal accountability for quality of performance, deliverables, and end products; and strong business acumen, analytical skills, and creative problem-solving abilities

• Ability to operate independently with limited supervision and feedback and establish a solid working relationship with other corporate resources

• Proficiency in all Microsoft Office applications
