Job Description
Provide compliance oversight, subject matter expertise, support, and guidance to Regional Compliance Teams and all administrative and clinical functions for the University of Maryland Medical System. Investigate complex compliance incidents, and develop, implement and monitor compliance policies, procedures and processes. Assist with managing and monitoring compliance work and auditing plans to ensure compliance with applicable federal and state laws, rules, and regulations. Work is performed under limited supervision. Direct report to the Manager, Compliance.

Qualifications

• Serve as a senior level resource to UMMS Corporate, member organizations, and regional compliance teams for compliance related issues.


• Serve as a lead for resolving complex investigations in collaboration with internal and external key stakeholders, Regional Compliance Tams, and member organizations.


• Serve as lead for responding to compliance inquiries (e.g., conflicts of interest, policies, healthcare regulatory compliance, etc.).


• Conduct root cause analysis, facilitate management action plan completion, and assist with implementation.


• Maintain current knowledge of applicable federal and state laws, rules and regulations that govern compliance.


• Accountable for responding to external regulators in collaboration with key stakeholders to compliance inquiries, and/or to investigate complaints.


• Prepare investigation reports, facilitate development of management action plans, and draft response to the regulatory agency with supporting documentation.


• Provide status reports and metrics for board reporting to Corporate Compliance and Business Ethics Group (CCBEG) leadership for regular meetings and on request.


• Develop and manage project plans designed to comply with regulatory changes and serves as a lead collaborating with key stakeholders, Regional Compliance Teams and member organizations.


• Conduct audits/reviews and perform analysis to ensure compliance with applicable federal and state laws, rules, regulations and UMMS policies and procedures.


• Lead planning, development and implementation of the Compliance Auditing and Monitoring Plan; collaborate with stakeholders to ensure consensus regarding the Plan.


• Develop auditing tools and toolkits.


• Collaborate with member organizations to implement audit and monitor activities.


• Perform quality assurance reviews and provide recommendations.


• Review the investigation work of member organizations and Compliance Analysts.


• Mentor and assist with collaboration between and development of Regional Compliance & Privacy Managers and CCBEG Compliance Analysts.


• Develop and maintain compliance policies and procedures across UMMS.


• Monitor significant events and data trends to identify opportunities to enhance management action plans; provide recommendations for operational changes and educational opportunities.


• Prepare reports for the Senior Vice President, Chief Compliance, Audit and Privacy Officer, Vice President, Compliance Operations, Vice President, Hospital and Physician Compliance, Director, Compliance Operations, Regional Compliance & Privacy Directors, UMMS Executive Management, and the Audit and Compliance Committee of the Board of Directors.

Additional Information

Education & Experience - Required



Bachelor's degree in Business Administration, Healthcare Administration, or related field, or the equivalent combination of education, training, and experience.
• Minimum 3 years' experience in a business, professional, or health care environment.
• Minimum 3 years' experience in Compliance, Internal Audit, Billing, Coding, Education and Training, Case Investigations, Research or related field.
• Experience with data analysis tools and techniques.
• Certification in Healthcare Compliance (CHC), or ability to obtain certification within 12nmonths from start date.

Knowledge, Skills, & Abilities

• Advanced knowledge of effective auditing and monitoring techniques related to compliance risks.
• Advanced knowledge of applicable federal and state laws, rules and regulations (e.g., fraud waste abuse, Anti-kickback, Stark Law, False Claims Act, etc.).
• Ability to manage time and productivity effectively and maintain confidentiality of all issues, investigations, and inquiries.
• Advanced skill using innovative thinking to solve problems and facilitate the decision-making process.
• Advanced skill to influence, negotiate and persuade to reach agreeable exchange and positive outcomes.
