Salary: $80,000 - $85,000

 

Knowesis is seeking a Program Evaluation Consultant to work in a dynamic and team-based environment in support of HQDA DCS, G-9 Prevention, Readiness, and Resilience Division’s program evaluation activities. This role operates under the oversight of Government Task Lead (GTL) from the Defense Center of Public Health – Aberdeen, Health Promotion and Wellness, Public Health Assessment Division.

To be eligible for this position, candidates must have the ability to obtain a Public Trust clearance and possess U.S. Citizenship without the need for sponsorship, both now and in the future. Applicants without proof of U.S. Citizenship will not be considered due to the position’s security clearance requirements. 

The Job Duties and Responsibilities include but are not limited to the following:  


  • Planning and execution of project activities and tasks throughout the project lifecycle. The PEC uses their knowledge and skills in evaluation for application in a mission-focused military setting and are expected to learn policy, processes, and procedures relevant to their work.

  • Contribute to project discussions and complete assigned tasks while leveraging previous evaluation/assessment experience and knowledge of applicable scientific literature and best practices.

  • Provide evaluation support to DCS, G-9 projects conducted by PHAD, as well as directly work with DCS, G-9 through consulting on program evaluability, to include tasks such as providing insight into core evaluation components necessary in order to increase evaluation readiness of DCS, G-9 programs, logic model development, and application of evaluation best practices to DCS, G-9 programs.

  • Consult on various topics including, but not limited to, public health theory and practice, and program evaluation, planning, and implementation.

    Provide technical assistance with various tasks to DCS, G-9 and its suite of programs and other programs, to include:

        o Logic model development and revision

        o Project scoping and study design

        o Development of data collection tools

        o Data management

  • Support quantitative and/or qualitative data collection, analysis, and interpretation.

  • Contribute to deliverable development (e.g., technical reports, information and white papers, briefing slide decks, other summary documents).

  • Translate results from various scientific sources and dissemination tools that can be understood by both scientific and non-scientific audiences (e.g., one pagers).

  • Develop actionable recommendations for varied relevant stakeholders (e.g., program managers and staff, decision-makers).

  • Follow established procedures for generating scientific products and deliverables and preparing them for dissemination.

  • All work should be scientifically sound and of the highest quality following Standard Operating Procedures (SOPs) and guidance from GTLs.

Required Qualifications:  

A minimum of four years of experience with quantitative and/or qualitative study design and execution, particularly in the area of health behaviors and health attitudes. to include:




    • Development of data collection tools (surveys and/or qualitative instruments);

    • Data collection (survey administration and/or interview and focus group facilitation),

    • Data management

    • Analysis (e.g., statistical analyses and/or qualitative data coding and theme development), and reporting



  • Knowledge and application of program evaluation practices, to include logic model development, formative and summative evaluation, program evaluation frameworks, evaluation design, stakeholder engagement, and science communication.

  • Advanced expertise and experience managing and analyzing quantitative and/or qualitative data using SPSS and NVivo.

  • Skill in developing and executing mixed and/or multi methods (qualitative and quantitative) projects.

  • Ability to prepare and present evaluation results in a manner that increases the likelihood that they will be used and accepted by a diverse group of stakeholders.

  • Provide insight into the core components of evaluation, assess and provide recommendations on the evaluation readiness of programs, and translate evaluation theory and practice into usable information for non-technical stakeholder audiences to enhance adoption and use of key evaluation principles.

  • Skill in working with teammates and stakeholders to develop feasible and actionable recommendations.

  • Excellent written and verbal communications skills, including communicating needs, challenges, updates, and other relevant information to GTLs that enhance ability to complete tasks on time and on target. Complete all requested check-ins, check-outs, and Evaluation Team syncs as requested by timelines established.

  • Excellent organizational skills.

  • Ability to work independently and in a team-based environment, including ability to self-start and proactively report on project progress, setbacks, and developments.

  • Ability to anticipate project needs and take initiative.

  • Time management – Ability to estimate how long tasks will take to complete and manage one’s own time to complete assigned tasks based upon deadlines and priorities provided by the GTL.

  • Strong interpersonal and communication skills.

  • Accountability for time and task management in a remote environment.

Preferred Qualifications:


  • Knowledge of military culture, traditions, and organization.

Required Education: 


  • Masters in public health, community health, evaluation, health behavior, psychology, or a related social science with a minimum of eight years working in an applied (non-academic) setting OR Doctoral degree in relevant field with a minimum of three years working in an applied (non-academic) setting.
