Reviews and approves requests on actionable items per State Building Commission (SBC) policy, administers and provides oversight on applicable standards, oversite on historical and significant projects, and capital grant administration.

Duties and Responsibilities:

  1. Reviews and approves delegated authority for capital project reviews and approvals including change orders, sole source/proprietary procurements, threshold requests, and Alternative Delivery Method requests.
    • Provide a technical review of the submitted request.
    • Confirm that appropriate backup material is provided and accurate.
    • Respond to State Procurement Agencies (SPA) with any comments or required revisions upon completing the review.
    • Approve acceptable requests
    • File approved request for reporting to State Building Commission (SBC).
  2. Capital grants review and approvals: capital grant submittals and reimbursement requests
    • Assist the Economic and Community Development Board, Industrial Development Board, and grantees, as needed, to coordinate for successful grant administration
    • Review all draft grant submissions before presentation at SBC staff review
    • Provide a technical review reimbursement request and check all submissions against established checklists
    • Give notice to grantees of any needed revisions or requests
    • Provide approval of reimbursement request or rejection and justify submitting party
  3. Gift-In-Place (GIP) review and approvals: plans and other required submittals
    • After SBC approval, issue a memo of approval with stipulated submittals requiring review and approval by OSA
    • Provide a technical review of each submittal and confirm compliance with GIP projects and communicate with SPAs for additional needs/revisions
    • Issue final approval indicating compliance with GIP requirements.
  4. Architectural oversight, Information Sharing, and Training Development including management or oversite of OSA lead programs including High-Performance Building Requirements (HPBr), Building Information Modeling (BIM), Quality in Construction (QIC), building standards, and designer evaluations
    • Mentor Project Manager in communicating with SPAs to ensure support and tracking of HPBr documentation
    • Help the Project Manager make the appropriate connections to ensure involvement in BIM projects
    • Share background and product development history as appropriate to ensure continuity of information
    • Review the work product of the Project Manager and as appropriate make recommendations to the State Architect
    • Confirm that the Project Manager is tracking results appropriately
    • Confirm reporting occurs on schedule
    • Cross-train the Project Manager to provide a preliminary review of documents and duties for the State Architect so that workflow can continue during an absence.
  5. Assist the State Architect with providing historical and significant structure oversite on historical projects, the historic timeline for the Capitol, and key projects.
Qualifications:
  • Must hold a Bachelor’s of Architecture or both an undergraduate degree (B.A./B.S.) and a Masters of Architecture
  • Minimum of 10 years experience in design and project development.
  • Expert knowledge of the constructability and contract requirements for building design and construction.
  • Working knowledge applicable to real estate transactions.
  • Proven critical thought skills with the ability to initiate action within a complex organization
  • Must hold a valid license to practice architecture in the State of Tennessee.
  • Experience preferred as an owner’s representative
  • Experience preferred in city or state government
  • Experience with Microsoft Office
