Job Description:
The Nebraska Department of Health and Human Services (DHHS) has an exciting leadership opportunity for a Central Operations Administrator to join our team and oversee the agency's overall materiel management and building maintenance strategy.
The Central Operations Administrator will play an important role in furthering our mission by directing the development and implementation of DHHS-wide materiel management and building maintenance regulations and procedures; and managing the professional and support team responsible for programmatic and administrative operations of the DHHS Central Operations and Materiel Services.
Wage commensurate with education and experience.
Job Duties:
The Central Operations Administrator is responsible to strategically plan, develop, implement, direct and evaluate DHHS' central operations and materiel services functions and performance and serving as liaison with state entities.
Hard Services:
Focus on the delivery of maintenance, engineering, and subcontract activity across DHHS offices, ensuring safe, quality, and impactful service delivery across the state.
Conduct condition assessments for all DHHS facilities and building systems to determine condition, remaining useful life, required costs, and remedial measures.
Provide technical identifications and description of deficiencies ranging from concerns to critical issues.
Identify recommendations for correction and describe in sufficient technical detail for future project planning and cost estimating.
Lead completion of all new construction and renovations for DHHS facilities. Serve as primary point of contact between DHHS divisions and SBD Leasing team; track and maintain Agency-leased property, utility costs/billing, lease renewals and bids; and manage Agency leased property needs and represent agency interests in landlord/tenant matters. Assist with or negotiate difficult, complex, or sensitive facility, property, contract, and lease issues on behalf of the Agency and its divisions.
Spearhead preventive building maintenance (PBP) initiatives.
Soft Services:
Act as deputy senior management for soft services contracts, including property management needs.
Responsible for ensuring the quality of physical environment and standards of contracted services provided.
Serve as Agency Coordinator and primary point of contact for all agency surplus property needs; mailing needs; print, copy and scanning needs; internal Division move requests and employee workspace accommodation requests; Agency fleet, risk management, personal property and real property insurance needs; and annual fixed asset inventory and reporting.
Lead process improvement initiatives agency-wide for Operations; compile and analyze data; report information and work activities; and assist in the development of solutions to complex business or program problems that may require a high degree of ingenuity, creativity, and innovativeness.
Work with program management and functional support area personnel and implement decisions to achieve program or agency area goals and objectives with decisions that impact the financial, employee, public relations, or mission critical objectives of the organization. Coordinate with the State Building Division, transportation Services Bureau and Agency Central Procurement Services in preparing bids and proposals.
Direct and/or assist in the development of the agency's Continuity of Operations Plan (COOP); assess impact of any changes to plan and coordinate revisions to existing plans; ensure personnel is trained adequately to perform/assume roles and responsibilities; and provide 24/7 support of any emergency which may require activation of all or part of COOP Plan.
Requirements / Qualifications:
Minimum Qualifications:
Bachelor's degree in Public Administration, Engineering, Architecture, Supply Chain Management, or related field.
Architecture or Engineering background desired - applicable professional certifications will also be considered.
Demonstrable technical experience and/or qualification in building services
Excellent communication skills with the mental agility to 'think on feet' and provide convincing practical solutions.
Self-motivated and able to work on own initiative within a team environment
Intelligent approach to performance monitoring including relevant experience and resilience when dealing with difficult problems or situations
