ABOUT THE POSITION

The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.

The County of Riverside Transportation Department has multiple vacancies for Equipment Operator I in Beaumont and Perris yards. The selected candidate(s) will be tasked with skillfully operating a variety of motorized construction and maintenance equipment to remove debris, clear brush, sweep streets, and deliver construction materials. The incumbent will also be tasked with routine maintenance work such as trim trees along fence lines, clear channels, apply herbicide, perform graffiti abatement, repair and install fences.

The department desire candidates who possess:


  • A valid unrestricted California Commercial Class A Driver's license.

  • Tanker endorsement.

  • Two years of experience in road construction and/or maintenance which includes operating heavy equipment of public works facilities.

  • Experience operating a variety of heavy construction and maintenance equipment.

  • Knowledge of spraying herbicides for weed control purposes.


Schedule: 4/10, 4 days of 10-hour shifts with weekends off. The incumbent may stay overnight during the work week, depending on operational demands, and overtime may be required as needed.

The Equipment Operator I is an entry level classification and reports to an appropriate supervisory or manager level position. Incumbents operate tracked and/or wheeled motorized construction equipment requiring relatively simple forms of manipulation and coordination (e.g., loaders, backhoe, mowers, small dozers, rollers, roll-off trucks, or water tank trucks), and in a training capacity, learns the skillful operation of equipment requiring complex manipulations and adjustments such as motor graders and tractor dozers. Incumbents may also be assigned lead responsibility over crews performing specific tasks where equipment operation is minimal.

MEET THE TEAM!The County of Riverside Transportation & Land Management Agency (TLMA) is the umbrella agency for six county departments. They are the Planning Department, Building & Safety Department , Transportation Department, Code Enforcement Department, Environmental Programs Department and the Administrative Services Department.

EXAMPLES OF ESSENTIAL DUTIES
• Operate a three-axle dump truck or other sized truck-type equipment in the construction, maintenance, and repair of public work facilities; operate dump truck to haul construction materials and recycled materials from landfill sites, supplies, and equipment; operate tank truck to spray water, oil and chemicals.

• Operate front end loader in spreading materials and loading trucks; operate roller in smoothing and compacting surfaces; operate other small tracked and/or wheeled motorized construction equipment (up to and including forklifts, backhoes, mowers and a D-6 sized dozer).

• Clean roads, channels, and other facilities of storm debris and damage; plow snow from roads; may be in charge on road patch and weed abatement trucks.

• Service and maintain equipment; may assist in performing light repairs.

• i n a training capacity, operate other tracked and/or wheeled motorized construction and maintenance equipment that require a higher degree of coordination and skill in manipulation such as motor graders, large dozers (size D-7 and above), earthmovers or truck and trailer units including low bed for equipment transport.

MINIMUM QUALIFICATIONS
Experience:One year in the maintenance or construction of public work facilities (e.g., roads, airports, landfills, or flood control channels) which required the operation of tracked and/or wheeled motorized trucks or similar sized construction equipment.

License: Possession of a valid Commercial California Class B or A Driver's License is required at the time of application. The incumbent must obtain a Tanker endorsement withing 4 months of hire.

This position has been designated by the Department of Transportation (DOT) as safety-sensitive, applicants are required to complete a DOT mandated alcohol and drug-screening. (A positive test or refusal to test during the past two years will disqualify an applicant from consideration for County employment). Reference checks from former DOT regulated employers are also required.

Employees in safety-sensitive positions are subject to DOT alcohol/drug testing in the following situations: random, reasonable suspicion/cause, return-to-duty, and post-accident.

Physical Requirements: The Equpment Operator I primarily operates outdoors and is exposed to inclement weather, and other environmental conditions. The responsibilities require moving heavy materials such as concrete blocks, heavy timbers, cement bags or mechanical parts, and will also require that the incumbent walk on uneven ground or wet surfaces with or without reasonable accommodation.

Knowledge of:The tools, materials, and equipment commonly used in maintenance and construction work; the operation and maintenance of heavy gasoline and diesel powered trucks.

Ability to: Operate a heavy dump truck effectively and safely; perform a variety of skilled and semi-skilled maintenance and construction tasks; follow oral and written directions. Use tools, materials, and equipment commonly used in maintenance and construction work such as jack hammers, small compactors, and other equipment and tools.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
