The Business Analyst at Southern Illinois University Edwardsville (SIUE), College of Arts & Sciences (CAS), is an instrumental figure in the fiscal management and budgetary planning within the college. Serving directly under the Director of Business Affairs, this pivotal role acts as the primary liaison across the CAS departments, the Dean's Office, and the Provost's Office. Responsible for overseeing the integrity and functionality of the comprehensive CAS Realtime Budget System, the Business Analyst tracks and analyzes a combined budget of nearly $24 million across over 200 state and local accounts.


In alignment with the university and state fiscal policies, the Business Analyst provides adept guidance on budget matters to the Dean and department Chairs, and is the designated Fiscal Officer Delegate for CAS accounts. The role demands significant independence, with an expectation to effectively manage routine duties and swiftly adapt to shifting priorities put forth by senior leadership. A strong collaborative approach is required to synchronize with the academic chairs, program directors, and fiscal officers, ensuring effective budget management and reconciliation practices. This role requires a thorough understanding of current budget statuses to aid in departmental and program account management, and in planning and allocating the annual state-funded budget.


The ideal candidate will be a self-motivated individual with exceptional analytical skills, able to merge daily tasks with long-term fiscal strategy, ensuring continuous progress and compliance with financial policies and procedures. They will be tasked with maintaining constant communication with stakeholders and have the ability to lead in strategizing and implementing budgetary plans, including direct taskings from central administrators during critical fiscal operations.


Key Duties and Responsibilties:

  • Collaborate in the development, evaluation, implementation, and operation of the Real-Time Budget System for the College of Arts and Sciences (CAS). Offer clear guidance on budget policy, procedures, and management standards. Assist CAS personnel in understanding their budgets, establishing and maintaining a departmental real-time budget system, and executing year-end closeout procedures.
  • Contribute to the management of all CAS Dean's Office accounts, including state and local accounts, as well as Position Control Sheets from the Budget Office. Ensure that budget requests adhere to policy and procedures. Hold delegated authority as fiscal officer for these funds. Process contracts and job change requests for faculty, instructors, lecturers, graduate assistants, and staff within the College.
  • Verify the accuracy of entries in the Budget Office's Position Control reports, aligning them with the Provost's Office and Dean's Office reports. Make necessary corrections as required. Monitor and track spending for each CAS department to ensure adherence to allocated budgets. Conduct ad hoc analysis of overload compensation and retrieve CAS enrollment data, both current and historical, to support budget meetings. Provide customized training sessions for office support and Chairs within CAS.
  • Prepare and reconcile complex budget reports, offering comprehensive analysis and interpretation for administrative purposes. Coordinate the compilation of seniority lists for Non-Tenure Track (NTT) faculty. Maintain CAS NTT seniority lists to track union eligibility and qualifying factors for salary increases.
  • Actively participate in meetings related to the development and implementation of department and program budgets, objectives, and long-range planning. Represent departments and programs on internal and external committees as requested by the Director or Dean. Serve as a liaison between departments and the Provost's Office for matters related to salary and personnel contracts.
  • Additional responsibilities include direct supervision of CAS graduate assistants and student workers, including their selection, hiring, and training.
Work Schedule:

This position is full-time, requiring 37.5 hours per week. The standard work week runs from Monday to Friday, with working hours from 8 a.m. to 4:30 p.m.

Typical Qualifications

Minimum Qualifications:

  1. High school diploma or equivalent.
  2. Any one or combination totaling three (3) years (36 months) from the categories below:
    1. course work in accounting, business administration, finance, statistics, or a closely related field, as measured by the following conversion table or its proportional equivalent:
      • 30 semester hours equals one (1) year (12 months)
      • Associate’s Degree (60 semester hours) equals eighteen months (18 months)
      • 90 semester hours equals two (2) years (24 months)
      • Bachelor’s Degree (120 semester hours) equals three (3) years (36 months)
    2. work experience in budgeting, financial management, or closely related experience.

Preferred Qualifications:
  • Master of Arts, Master of Science, Master of Business Administration, or Master of Public Administration.

  • Three (3) years of professional-level accounting, managerial, and/or business experience, one (1) year of which was at an administrative level.

  • Proficiency in PC applications such as Excel, Word, and PowerPoint.

  • Strong interpersonal skills.

  • A solid grasp of data manipulation, mathematical concepts, and computations is highly valued.

  • Demonstrated proficiency in management principles, practices, methods, and techniques.

  • Strong supervisory and administrative skills.

  • Decision-making capabilities.

  • Extensive experience with enterprise software platforms such as Oracle or Banner.
