REPORTS TO: Vice President, Submarine Industrial Base (SIB)
SUPERVISES: Program Coordinators
AUTHORITIES / RESPONSIBILITIES:
Participate with Vice President SIB in developing overall SIB strategy. Responsible for execution against approved strategy.
Working with Vice President SIB, responsible for contract compliance, including contract administration, specifications, drawings, and regulatory requirements.
Accountable for overall SIB business performance.
Responsible for executing SIB expansion and supporting training capacity needs of customer.
Liaise with customer to promote business relationship, develop and deliver necessary and requested reporting.
Ensure all bids and proposals are accurate, compliant, competitive, and executable.
Provide direction and support for all labor and material estimates, and make/buy reviews.
Manage relationships with prime and / or sub-prime vendor partners.
Develop and maintain program resource forecast demands, ensuring full utilization of team members.
Manage resources to ensure that the projects are completed on-time, within budget, and with highest quality.
Identify and mitigate program specific risks and identify maximize program opportunities.
Responsible for change management / change control, and execution of changes in support of program requirements.
Manage order placement, on-time delivery, and performance from suppliers, including quality assurance. Identify and resolve material and equipment issues.
Responsible for compliance monitoring, surveillance, and auditing efforts, and assisting in investigations of suspected compliance violations.
Responsible for monitoring for changes in, and making recommendations for improvements to comply with laws, rules, regulations, and policies that govern business activities.
Work closely with Business Development on preparation of all assigned proposals.
Act as a Compliance Champion for the organization and work to promote a culture of compliance throughout the organization.
QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:
4 year degree relating to engineering technologies preferred
10 years' of related experience and training
Knowledge of SUBSAFE requirements preferred
Proven record of military marine program management
Sound knowledge of the military marine construction industry
Proven track record with experience in the marine industry in engineering / construction / operation
Proven ability to set tasks for self and others
Ability to listen to staff and customers and act appropriately
Excellent communication skills
Ability to read, analyze, and interpret contracts, contract specifications, and major equipment specifications.
Ability to check own work
ADDITIONAL GUIDELINES:
The ability to obtain and maintain a DoD clearance is required.
