JOB SUMMARY
The Program Director oversees the assigned grant areas of Youth Build (75% Level of Effort) and Second Changes (25% Level of Effort) for Volunteers of America Chesapeake and Carolinas. This position is responsible for designing, supervising, and ensuring the successful implementation of programs and protocols, as well as fostering partnerships and relationships within the community. The Program Director provides senior-level oversight, monitors performance and progress, and ensures compliance with reporting requirements.
RESPONSIBILITIES
Provide senior-level oversight of the Youth Build and Second Chances projects, including the design, supervision, and implementation of project programs and protocols.
Develop and maintain partnerships with community stakeholders, organizations, schools and agencies to support project objectives and enhance community engagement.
Develop impact measures, monitor program performance, quality improvement initiatives, and progress towards achieving project goals, making necessary modifications as needed.
Recruit, hire, train and supervise program and administrative staff.
Provide guidance to assigned program staff, ensuring effective coordination and collaboration among team members.
Lead efforts to build a network of community-based partnerships, and collaborations, leveraging resources and expertise to maximize project impact.
Ensure compliance with reporting requirements and activities, overseeing data collection, analysis, and reporting efforts.
Demonstrate cultural competency and sensitivity in working with diverse populations, including LGBTQ+, Latinos, and African Americans.
Coordinate the development and ongoing adaptation of strategic plans to integrate evidence-based prevention interventions, ensuring responsiveness to community needs and changes during implementation.
Lead coordination efforts with internal support units including but not limited to Development, Organizational Excellence, Quality Improvement, IT, and Human Resources.
Design program and organizational structure; plan and coordinate development of program components.
Oversee the daily operations of the program including the development and monitoring of the budget.
Ensure appropriate data collecting, analysis and reporting for internal and external partners.
REQUIREMENTS
Master’s degree in a relevant field such as public health, social work, or psychology, experience may be used in lieu of a Master’s degree.
A minimum of 3 years of managerial/supervisory experience, including expertise in budgeting, finance, supervision of staff, and program development.
Previous experience in youth and young adult programs, mental health promotion, and education initiatives.
Experience creating collaborative relationships, coalitions and partnerships with community stakeholders.
Demonstrated ability to write reports and communicate orally with a variety of audiences.
This position requires driving your personal vehicle for company business. Must be privileged to drive according to the criteria set forth by Agency guidelines.
Valid driver’s license in the jurisdiction of residence
Vehicle liability coverage (on occasion, may be required to transport clients in personal vehicle)
Ability to drive company vehicles including a 12 passenger van.
CPR/First Aid Certification must be acquired and maintained once employed.

The ability to attend and lead public trainings.
Move and lift light objects up to 30 pounds such as mail, supplies, files, and equipment.
Operating office equipment requiring continuous or repetitive hand/arm movements.
The ability to remain in a sitting position for extended periods of time.
