Job Description:

LifeWorks of Austin, TX is looking for a full-time Director of Housing Development & Property Management to join our team! The Director of Housing Development and Property Management (DHDPM) is responsible for the lifecycle of affordable multi-family housing projects, from initial feasibility and construction to managing occupancy and operations. The DHDPM is responsible for creating a network of housing options for LifeWorks’ clients outside of LifeWorks’ owned and operated properties. This role works with a dynamic set of stakeholders to ensure the completion of high-quality affordable housing for LifeWorks’ clients and other community members. The DHDPM ensures compliance along all steps of projects, including following procurement policies, meeting the compliance requirements of public funders, and ensuring projects stay within budget and meet deadlines. This position is responsible for the oversight and operations of all of LifeWorks apartment complexes. The DHDPM engages with stakeholders locally and nationally to shape LifeWorks housing strategy and best practices to ensure LifeWorks properties and partner properties are beautiful and safe places for residents to live and thrive.

This full time, exempt position earns a competitive rate ranging from $118,212.71-$129,180.90 depending upon experience. Our Community-Based Counseling program is also excited to offer an additional $5000 fixed rate differential, which will be prorated and included into each paycheck received. Benefits are also included, which consist of 24 PTO days per year (accrued); 15 paid holidays per year; a free employee medical plan with $100 per month HSA contribution (plus other affordable employee or family medical, dental, and vision options!); a retirement savings plan with 50% match on the first 6% of contributions, and much more!


RESPONSIBILITIES



  • Oversees the development, construction, lease up, and operations of LifeWorks’ affordable housing properties.

  • Leads the development of contract, program, and department budgets; manages the assigned department, services, and contracts through budgetary oversight, staff supervision, program activity coordination, and procurement and management of Agency assets and resources

  • Manages multiple budgets and operating proformas, including development budgets exceeding $30M+, and expenses against budget; responsible for all related budgets, financial planning, and department expenditures.

  • Serves as a project manager and owner representative with external stakeholders including site partners, developers, attorneys, architects, engineers, contractors, neighborhood organizations, and public funding sources to ensure project meets KPIs, stays on schedule, and meets high quality and safety standards.

  • Manages compliance of complex public funding sources to support the development and operations of properties, including procurement regulations, Davis Bacon Act, Fair Housing, financial and performance reporting, tenant rights and tenant selection; responds to funder requested compliance documents and reports.

  • Creates and implements property management and operating strategy for all of LifeWorks’ apartment complexes, including selection of property manager, expectations of property manager, annual operating budget, and long-term capital budgets; creates Tenant Selection Plans that align with best practices and fair housing.

  • Holds property manager accountable to contract, meeting deadlines, and ensuring units and property are maintained to high quality and safety standards and ready for any funder inspection.

  • Responsible for the hiring, orientation, training, supervision, evaluation, and dismissal of direct reports in accordance with Agency policies and procedures.

  • Holds program leadership and staff accountable for meeting individual and program performance objectives, such as data quality and contract compliance requirements, by coaching, planning, monitoring, and appraising job results.

  • Designs and executes strategies to achieve short and long-term partnerships that increase the number of available housing units for clients.

  • Manages portfolio of local landlords and property owners ensuring exceptional customer service and engagement both individually as well as through the work of the team of housing navigation specialists.

  • Acts as primary advisor on landlord cultivation and stewardship, leads the support and connection with individual landlords, and researches and executes broader strategic protocols for securing, funding, maintaining, and maximizing rental units.

  • Serves as a key contributor during the LifeWorks Affordable Housing Corporation Board meetings, presenting updates on project milestones, financials, and key operational updates.

  • Submits funding applications to support properties, including funds to develop properties, support residents and housing vouchers for residents.

  • Works closely with the Continuum of Care to create a referral process for applicants.

  • Creates and implements processes to streamline applications, selection, and move-in; supports LifeWorks staff with move-in process.

  • Works with internal stakeholders including Director of Admin, Intake and Risk Management to ensure safety at properties and to troubleshoot incidents; program staff to ensure resident experience is high quality and successful; and broader agency staff to implement best practices at LifeWorks’ properties and across the community.

  • Participates in property and funder audits and compliance monitoring on an ongoing basis.

  • Drives a person-first, client-centered paradigm in all aspects of policy and process development.

  • Effectively represents the agency in key external partnerships and workgroups with demonstrated ability to act with diplomacy and appropriate assertiveness; build relationships and rapport on an ongoing basis with key partners.

  • Participate in and/or facilitates local and national work groups to ensure LifeWorks is learning and executing upon best practices for building and operating high quality affordable housing.

  • Builds team’s strength in de-escalation and mediation to effectively manage highly complex crisis situations

  • Monitors and assesses performance by analyzing key performance indicators; identifies improvement areas and supports direct reports in taking appropriate action to respond and correct improvement areas.


QUALIFICATIONS



  • Requires a Bachelor’s degree with a Master’s degree preferred;

  • Requires 8+ years of related experience, preferably in agencies developing and managing affordable housing/or individuals experiencing homelessness;

  • Requires minimum 5 years of management experience including supervising and leading teams; or

  • Equivalent combination of education and experience.

  • Proficient in MS Office Suite, preferred intermediate level Excel skills.

  • Experience with change management, project management and performance improvement methodologies preferred.

  • Deep understanding of the affordable housing landscape and best practices; experience navigating complex regulations, stakeholders, and funding sources.
