Job Description:

 This position is responsible for program management and oversight of day-to-day operational programs under ICAST.



  • Serve as primary liaison to other members of the VPRP team and Institutes, affiliated faculty, relevant partners with the University, other affiliated universities, corporate affiliates, and government agencies. Assist the ICAST leadership team in developing new programs and policies for the Institute, including forming teams of operational staff and/or research staff, interacting with potential funding agencies, and preparing and reporting on Institute metrics and key performance indicators. 

  • Responsible for daily program management throughout the program lifecycle. Provide leadership in all phases of the development lifecycle for the Institute. This will include identifying potential projects that meet the needs of funding agencies and partners as well as utilizing the Institute’s, University’s, and the State's strengths, helping to build effective interdisciplinary teams and guide the proposal writing process. 

  • Contribute substantively to Institute proposal development including within areas of expertise, facilitating teaming, ensuring document compliance, and other aspects of proposal development. 

  • Meets with stakeholders to discuss and develop program goals and objectives. Interfaces with university departments, funding sources, outside organizations and state/government agencies. Work with the Director and ICAST leadership team to determine strategic directions and develop and manage partnerships with outside organizations, such as Tribal Nations, the NSF, DOE, DOD, USDA, NOAA, and other federal, state, and local agencies across the country. Develop and foster relationships among Institute/University faculty and staff, various community leaders, government agencies, and other funding agencies. Participate in appropriate committees and boards.  Increase brand awareness and stakeholder connection, contacts and stakeholders, overseeing external-facing publication and news efforts and helping organize Institute workshops/conferences. 

  • Assists the Institute with budgeting, monitoring, and reporting on sponsored research. Use judgment and authority in managing Institute resources and in specifying, ordering, and approving the purchase of equipment, supplies, and travel. Assist ICAST affiliated principal investigators as needed in managing sponsored research budgets, 

  • Provides oversight of ongoing projects and directs day-to-day administrative aspects, including hiring, training, institute communications, seed grant program oversight, and other special projects. 

  • Aligns deliverables to the program's outcome.

  • Assesses program effectiveness and identifies areas of improvement.

  • Manages program documentation, data collection, and reporting. 

  • Performs various duties as needed to successfully fulfill the function of the position.

Required Education: Bachelor's degree, AND:



  • 48 months of program development, program management or related experience. 


Equivalency/Substitution: Will accept 48 months of related experience in lieu of the Bachelor's degree for a total of 96 months of related experience.

  • Able to communicate well and build rapport quickly with students, faculty and staff



  • Proficient in Microsoft Office



  • Highly organized and able to handle multiple projects and deadlines



  • Able to read and interpret policy as well as State and Federal regulations



  • Able to effectively evaluate projects/programs and produce comprehensive reports



  • Able to supervise staff and communicate directions and expectations effectively



  • Strong initiative to solve problems



  • Able to work well with interdepartmental teams and initiatives


  • Good organizational and time management skills with the ability to be punctual for work


Certifications:




  •  Valid Driver's License



Working Conditions:




  • Physical:

    • Ability to engage in repetitive motions.

    • Some travel may be needed to visit possible funding sources to identify research directions and formulate long-term business development strategies for the Institute.




  • Environmental:

    • Standard Office Environment.

    • Frequent exposure to pressure caused by deadlines and busy periods.

    • May require contact with other departments and university officials.
