Job Summary

The function of this position is to manage the operations of a Real-Time Information Center (RTIC). The mission of the RTIC will centralize a broad range of current and evolving technologies, coordinate sworn and/or nonsworn human resources, and direct the attention of both to high-crime areas, active crimes in progress, large-scale public events that may require law enforcement presence or response, and/or high-profile or highly recidivistic offenders in the community. The Real-Time Information Center Manager will be responsible for overseeing operations and multiple RTIC Analysts. The manager will assign work, monitor progress, provide assistance and oversee all functions within the RTIC. The Information Center Manager will, at times, be required to perform all job duties of the Information Center Analyst. The manager will be able to identify and troubleshoot physical and technical issues within the RTIC and will correct those issues or identify the appropriate resource to do so.



Duties & Responsibilities

  • Responsible for the development and implementation of strategies, protocols, and procedures to enhance the effectiveness and efficiency of the RTIC operations.
  • Establishes performance metrics and benchmarks to assess the effectiveness of RTIC operations and initiatives and provide reports to Command Staff.
  • Directs, supervises and coordinates the activities of designated personnel in order to assure compliance with department goals, policies and procedures, as well as with specific individual instructions.
  • Manages and coordinates and approves for intake all requests/inquiries made by outside entities or agencies involving RTIC data. Ensures all requests are fulfilled. Responds to difficult, complex and sensitive matters.
  • Ensures staff are trained and review staff analysis of data using advanced software tools and techniques to identify patterns, trends, and anomalies that may indicate criminal behavior or public safety concerns.
  • Actively participates alongside the RTIC Lieutenant, as well as Command staff, in strategic planning for the RTIC.
  • Supervises the collection, analysis, and dissemination of real time data from various sources (security cameras, license plate readers, RMS) to provide actionable intelligence to law enforcement personnel.
  • Assisting the RTIC analysts as needed, monitors multiple data streams, including surveillance cameras, social media, emergency calls, and law enforcement databases, to gather real-time information on criminal activities, incidents, and emergencies.
  • Collaborates with law enforcement agencies, emergency responders, and other stakeholders to coordinate responses to incidents and provide actionable intelligence support. Completes incident reports and after-action plans when necessary.
  • Organizes, attends and participates in professional group meetings; maintains awareness of new trends, skills, legal and other developments in real-time crime information and implements the adoption of best standards and practices.
  • Regularly compile RTIC activity success logs into a comprehensive report of activities and disseminated to the appropriate stakeholders at regular intervals.
  • Participates in training exercises, drills, and simulations to test and improve the responsiveness and capabilities of the RTIC. Develops and executes strategic initiatives and training programs to enhance the effectiveness of the RTIC in supporting law enforcement operations and community safety.
  • Supervises a team of RTIC analysts including identification of training needs and coordination of said training, scheduling, task delegation and other administrative functions. Evaluates the job performance of subordinates.
  • Investigates personnel complaints and recommends corrective action when needed.
  • Manages the day-to-day operations of the RTIC including staffing and resource allocation to ensure optimal functionality and performance. Manages the hiring, onboarding and training of new RTIC Analysts.
  • Supervises the progress of RTIC Analysts during their involvement with investigative matters for the Detective Bureau and Patrol Division.
  • Works closely with Command Staff being their point of contact for the RTIC and fills in for the RTIC Lt in their absence on RTIC issues but has no law enforcement responsibilities. Understands emergency procedures and evacuation procedures for multiple public venues.
  • Works with businesses, homeowners' associations, and other private partners to share video and other resources into the RTIC.
  • Ensures all certifications required for the RTIC are maintained and current.
  • Notifies UIPD officers and/or METCAD of locations of crimes in progress and other critical incidences.
  • Reviews and approves reports prepared by Information Center Analysts for supplemental information detailing information discovered during video review or other investigative duties in support of police units. Writes own reports as necessary.
  • Evaluates technologies and tools, including data analytics software, predictive modeling systems, etc., to enhance the RTIC capabilities and efficiencies. Makes purchase recommendations for software or other systems as needed to stay at the forefront of applicable technologies.
  • Uses available access control systems to provide additional investigative information. Use same systems to deny or provide access to individuals or groups during emergency situations when necessary.
  • Performs other duties as assigned.

Additional Physical Demands

This position works primarily in an office setting.
Prolonged periods of concentration, proofreading, and extensive computer work.
Occasionally lift and carry equipment of fifty (50) pounds.



Minimum Qualifications

  • Bachelor's degree in Criminal Justice, Criminology, Computer Science, Data Analytics, or a related field or comparable experience.

  • Minimum of 5 years of experience in law enforcement, intelligence analysis, or a related field, with demonstrated proficiency in data analysis and interpretation.


Knowledge, Skills and Abilities

  • Strong analytical and critical thinking skills, with the ability to quickly assess and prioritize information in a dynamic and high-pressure environment.
  • Proficiency in using analytical software tools and databases
  • Excellent communication skills, with the ability to convey complex information clearly and concisely in both written, verbal, and electronic formats.
  • Ability to work effectively both independently and as part of a team, with a strong commitment to collaboration, professionalism, and integrity.
  • Flexibility to work rotating shifts, including nights, weekends, and holidays, as required.
  • Ability to solve complex analytical problems, utilize good organizational skills, and comfortable managing multiple priorities.
  • Working knowledge of local streets, buildings, and geography.
  • General knowledge of local, state, and federal laws.
  • Working knowledge of the police department organization.
  • Familiarity with department policy, rules, and procedures.
  • Interact positively, impartially, and courteously with all persons


Appointment Information


This is a 100% full-time Civil Service 5010 - Business/Administrative Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after 12/1/2024. The budgeted amount for this position is $110,000 - $120,000/year.
