Job Description:


ESSENTIAL JOB FUNCTIONS:  Works under the direction of the Equity Diversity and Inclusion Officer to provide counsel regarding human resource (HR) policies and procedures. Consults on matters such as employee recruitment and retention, evaluating employee performance, maintaining employee relations, and promoting compliance based on HR practices and guidelines. Provides guidance and assistance to division directors, managers, and HR Business Partners/Liaisons pertaining to interview evaluation procedures and employee training and development. Conducts investigations and inquiries as needed. Collaborates with HR functional partners to execute human resource strategies that advance division objectives and support future business progress. Partners with the division’s management team to discuss employee complaints and review proposed disciplinary matters/actions. Cultivates and maintains effective working relationships with employees, HR staff, division management, union stewards, and various city representatives. Provides consultations focused on creating innovative HR strategies that anticipate and assess emerging business, organization, or people trends. Implements and identifies the appropriate solution processes across all divisions. Collaborates with division leaders in the resolution of complaints and provides guidance and case management over inspections and investigatory responsibilities. Develops, implements, and makes recommendations to management on policies and procedures that align with industry best practices. Maintains professional and technical knowledge by attending HR related seminars, conferences, reviewing publications, and participating in professional associations. Conducts and develops curriculum for various human resource educational and training sessions. Creates and prepares a variety of correspondence, memoranda, and reports by utilizing various computer applications.  Maintains City of Memphis policies on internal and external websites. Monitors and analyzes HR performance metrics and key performance indicators (KPIs). Exercises tact and diplomacy in dealing with sensitive and complex issues. Maintains confidential information regarding HR matters.

 TYPICAL PHYSICAL DEMANDS:  Must be able to communicate clearly, both verbally and in writing. Requires the ability to operate general office equipment such as a personal computer, calculator, copier, and telephone. 


 TYPICAL WORKING CONDITIONS: Work is performed in an office environment.

MINIMUM QUALIFICATIONS: Bachelor’s degree in Human Resource Management, Business Administration, or related field and nine (9) years professional experience performing HR related functions with seven (7) of the nine (9) years in a supervisory capacity; or any combination of experience and training which enables one to perform the essential job functions. Advanced degree or certification in related field preferred. 



The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire. The City Charter requires that City Employees, with the EXECEPTION of “first responders”, must establish residence within Shelby County within six (6) months from their date of Employment. Proof of residence will be required at the time of hire. As defined by Tennessee House Bill 105, "first responder means paid, full-time law enforcement officers, firefighters, and emergency medical personnel and dispatchers of law enforcement, fire and emergency medical service departments."
