Obsidian Solutions Group (OSG) is seeking an Information Operations (IO) Planner to join the team!


The Marine Corps Tactics and Operations Group (MCTOG) mission is to provide standardized advanced training and certification to Ground Combat Element (GCE) Operations Officers, Operations Chiefs, and select other GCE training specialists in GCE operations, combined arms planning and integration, and unit readiness planning at the company, battalion, and regiment levels to support GCE Training and Readiness (T&R) events.


The Information Operations (IO) Subject Matter Expert (SME) will serve as the Marine Corps Tactics and Operations Group (MCTOG) Information Operations (IO) Planner and Subject Matter Expert (SME) and must have extensive knowledge and experience with intelligence, information operations, doctrine and policy.


IO SME will coach, teach, and mentor the training audience and must be familiar in all aspects of IO capabilities, to include a wide variety of military, political-military, scientific and technical developments within the IO community through liaison with established service and/or joint IO staff organizations.


The candidate will be responsible for planning military IO and support activities in support of the USMC Ground Combat Element (GCE) caretaker and must possess a broad knowledge of information related capabilities, electronic warfare, Military Information Support Operations (MISO), operations security, military deception, cyber operations, civil military operations and public affairs.

The candidate will act as the MAGTF Expeditionary Brigade (MEB)-level headquarters during exercise evolutions providing IO input to operational orders, reacting to subordinate requests from a regimental staff and other agencies involved in MCTOG exercises and will produce quality, final, products in support of these evolutions. The candidate will possess detailed and functional knowledge of DoD/USMC Planning Processes and Marine Corps and joint doctrine related to IO.


The candidate will participate in IO working groups, advocacy boards, and training courses at the Top-Secret security level with requirements to gain access to Marine Air Ground Task Force Training Command (MAGTFTC) and Marine Corps Information Operations Center (MCIOC) Sensitive Compartmented Information Facilities (SCIF) to support Collateral, (SCI) and Special Access Program (SAP) activities as well as other contract requirements.


The candidate will review, revise, write, and provide comments on Marine Corps and joint doctrine documents, best practices, and TTP not covered by doctrine (i.e., Marine Corps Interim Publications, Pamphlet, GCE Advocacy matters).

IO Intelligence / CI Analyst responsibilities will cover Collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) activities.


Key Accountabilities

  • Supervise the conduct of the MCTOG IO program; oversee, conduct, and produce assignments requiring performance to expert level knowledge of principles associated with the integration of electronic warfare, operations security, Military Information Support Operations, deception, cyber operations targeting, civil military operations, social media, and public affairs concepts into the MCTOG program as aligned by the MCIOC doctrinal principles.
  • Provide direct support to and coordinate with MCTOG Exercise Design, Intel (HUMINT, SIGINT, Ground), Cyberspace, Social Media Analysis and News Media Replication, Network Engagement, Threat Emulation, Operational Logistics, and simulation SMEs/teams for the planning, preparation, and design of courses and exercises.
  • Provide white cell role-playing in a realistic, simulated environment primarily to members of the United States Marine Corps during exercises in support of the Marine Corps Tactics and Operations Group (MCTOG) mission.
  • Maintain and sustain knowledge of current military, political-military, scientific, psychological, cyber, and technical developments within the IO community through liaison with MCIOC, message traffic, intelligence information, data analysis, other sources of information, and/or communication with other identified joint IO staff organizations.
  • Commence long range plan to institute unique and highly classified programs supporting sensitive activities and special access programs (SAPs) requiring a knowledge of USMC, Joint, DoD, Federal and non-federal organizations, tactics, policies, and processes. Include, but do not limit to, dealing with sensitive intelligence collection programs and other sensitive activities primarily supporting the USMC, but also DoD in general.
  • Ensure that detailed coordination for sensitive activities and SAPs does not disclose National Security intent, capabilities, or vulnerabilities, and be prepared to brief selected portions to Senior USMC, Joint, and DoD officials, both verbally and in writing.
  • Contribute to exercise orders, CONOPs, and operations process cycles across all six warfighter functions and social media.
  • Participate in curriculum development, teach classes, response cell development and instruction and exercise support for related IO functions.
Requirements:
  • Must possess an extensive knowledge and experience with intelligence, information operations.
  • Must possess a broad knowledge of information related capabilities (employment and practical application), doctrine and policy associated with Military Information Support Operations (MISO), electronic warfare, operational security, military deception, cyber operations, civil military operations and public affairs.
  • Must possess knowledge of all-source intelligence capabilities and Marine Corps Intelligence Activity/DOD/National Intelligence functions, including capabilities and limitations, requirement definition, analysis, collection management, and operations.
  • Must be able to review threat documents and studies, and extract data to satisfy organizational requirements.
  • Must be familiar with the Marine Corps Planning Process (MCPP), the Military Decision-Making Process (MDMP), and Joint Operation Planning and Execution System (JOPES) with a strong understanding of the USMC and its component elements.
  • Must possess the understanding of concepts involving foreign area analysis, order of battle analysis, and information operations-electronic warfare and how those concepts apply to the MAGTF and GCE.
  • Must maintain intricate network of personal contacts with senior representatives of Combatant and Component Commands, other Services, DoD, selected staff at national agencies within the intelligence community and contractors to give or obtain information pertaining to information operations programs, to discuss major issues, operations, and goals in order to gain cooperation and concurrence to further MCTOG and MCIOC objectives.
  • Must have excellent written and oral communications skills.
  • Must have documented experience developing programs of instruction, related materials and to administration associated with a Formal Learning Center.
  • Must demonstrate working knowledge of current Marine Corps training policy and procedures through documented previous work experience.
  • Must be able to work efficiently in a military staff environment that requires coordination both internally and externally with TECOM.
  • Must be familiar with and adhere to established command and staff procedures especially those involving staff coordination and chain of command.
  • Must have been able to design and develop training courses or course materials, plan and conduct training program evaluations, and have knowledge and experience in the development, execution and assessment of training plans and training events from platoon to division level.
  • Must be able to multi-task efficiently, work in a fast-paced environment on multiple projects and have a strong attention for detail.

Experience and Education

  • Must be a former, qualified military Intelligence All or Information Operations experts with either 5 years of intelligence/IO experience in any DoD component or 4 years IO, operations, policy, military planning or intelligence/CI experience. Experience in military or equivalent (GS/GG/Contractor) at the operational level, headquarters staff, or Major Command equivalent is desired.
  • Must be intimately familiar with current MCIOC endeavors, processes, tactics, techniques, and procedures.
  • Must be a graduate of a formal military Information Operations school (MCIOC or DOD service equivalent).
  • Must be a graduate of one or more of the following professional military education institutions/programs (resident/non-resident): Expeditionary Warfare School, Command and Staff College, Staff Noncommissioned Officer Academy, Advanced Leadership School or equivalent levels.
  • A combination of education and experience to achieve required abilities is considered critical for the successful performance in this position. Bachelor's degree is preferred; major in applied sciences, electrical or engineering, information systems, military science, history, political science, or equivalent area is desired.

Physical Requirements and Work Environment

  • Garrison work environment
  • Routine work schedule: M-F 0700 to 1700
  • Occasional extended working hours will be required to meet deadlines or during support to exercises
  • Typically, employees sit comfortably to do their work, interspersed by brief periods of standing, walking, bending, carrying papers and books, and extensive periods requiring the use of computer terminals to accomplish work objectives.
  • Must be able to lift 75 pounds.
  • Must be able to work in austere conditions with temperature and environmental conditions experienced in the High Desert.


Travel

  • Domestic travel may be required for training and program coordination.
  • May be required to travel OCONUS to conduct installation, training or maintenance. Accordingly, a valid passport is required.
  • Travel is estimated to be up to 40% as the MCTOG GCE IO Representative.
