About the Opportunity 

The Senior Vice President of Identify, Security and Network Services reports to the National IT Chief Operating Officer and is responsible for leading the National IT identity and access management, security tooling, and network services function for the entire Federal Reserve System. As part of this role, you will lead the strategy and vision for the services the team provides by working across the system to understand incoming business requirements and partnering with resources from multiple reserve banks to create the capabilities needed to take the Federal Reserve System into the future. You will be expected to cross organization boundaries and drive the changes needed to support the Federal Reserve’s cloud and infrastructure transformation, while maintaining a focus on ensuring all services under your direction continue to remain secure and reliable in supporting the US economy. You will also partner closely with our Chief Information Security Officer and their team as we work together to put security and risk policy into tools and controls that keep the Federal Reserve System safe. 

 

The ideal candidate will be comfortable operating in a matrixed organization and influencing without authority. You will be familiar with and able to operate in an agile and product oriented operating model that is focused on delivering outcomes providing business value over individual components. You will act as a servant leader and ensure the team is trained, empowered, and enabled to drive many decisions on their own and to move quickly, fail fast, and deliver quality outcomes. Additionally, you will need to be able to transform the team and develop the leaders under them to advance and modernize our workforce and our strategy to keep up with technology evolution and to ensure these core and critical services are available to meet the evolving needs of the business. 

What you will Do 


  • Accountable for delivering value to the business by evolving and innovating across Identity and Access Management, Security Tooling, and Network Services.  


  • Serves as principal visionary, change agent, and advocate for delivering technology services and solutions across the enterprise for the services within the function, while also maintaining a high level of availability and resiliency given the critical role the services play in fulfilling the Federal Reserve System’s mission and business objectives. 


  • Builds relationships with service providers, partners, and key stakeholders across the Federal Reserve System to provide leadership and build consensus for strategic direction. 


  • Act as a servant leader in enabling and empowering the team to transform services from what has been done to what we need to do in order to support faster business enablement and time to market without letting up on operational simplicity and services. 


  • Regularly engage with governing bodies including Technology Delivery Leadership Committee (TDLC), Information Security Group (ISG), Business Technology Council (BTC), Reserve Bank Operations (RBOPs), the Information Technology Oversight Committee (ITOC), and the National IT Management Council to ensure continued alignment of System IT strategies. 


  • Represent the Federal Reserve in industry partnerships with other Central Banks and industry consortiums such as FS-ISAC.  Develop and maintain strategic relationships with these organizations that will be mutually beneficial.   


  • Establish performance metrics to clearly measure and communicate the value and continual improvement of products and services. 


 

Qualifications 


  • 7+ years of executive leadership experience in a demanding environment, including experience in setting the strategic direction, being accountable for and delivering strategic results and business value, aligning programs with the organization's strategic direction, and focusing on continuous improvement efforts within a complex IT organization.  


  • 5+ years of senior leadership with responsibility for strategic planning, process engineer, and organizational transformation and implementation. 


  • Broad knowledge of current trends in cloud, automation and self-service capabilities as it relates to the disciplines and services provided within the Identity and Access Management, Security Tooling, and Network Services function.


  • Proven leader with working knowledge of and experience operating in a Scaled Agile framework with a focus on Product Management methods. 


  • Expertise in relationship management and an exemplary ability to manage stakeholder expectations through clear and transparent communications. 


  • Strong communication skills, including outstanding presentation and persuasion capabilities, including the ability to effectively convey complex, sensitive issues and communicate to a variety of audiences including technical staff, peers, as well as senior management, and oversight bodies.  


  • Learning mindset geared toward innovation and creativity for applying technology capabilities in new ways, necessary for both the delivery of effective technology and business solutions.  


  • Bachelor's degree in computer science, information systems, business, or a related field; or the equivalent combination of education and experience. Master’s degree is preferred. 


 

SPECIFIC JOB REQUIREMENTS: 

  • Top Secret Sensitive Compartmentalized Information (TS/SCI) Clearance and working knowledge of complex identity, security, and network services is required.

  • The hiring range is $268,600 - $335,800 annually.


  • For candidates outside Richmond, VA, listed hiring and salary ranges may be adjusted based on your geographic location.


  • Salary offered will be based on the job responsibilities and the individual’s knowledge, skills, and experience as defined in the job qualifications.
