Description

This Remote Sensing Deputy role, located in Washington DC is an onsite position within NNSA’s NA-80 Office of Counterterrorism and Counterproliferation supporting the Ukraine Task Force.

The Remote Sensing Line of Effort within the NNSA Ukraine Task Force is:

A fast-paced initiative, that evolves with the changing demands of the task force and its partners that is dedicated to providing timely information to U.S. and partner nations’ leaders to enable rapid decision making, assist crisis management, inform public health and safety, and provide data to support attribution in the event of a nuclear or radiological incident.

Responsibilities:

  • Procurement and deployment of a network of detectors, including: radiation dose rate sensors, air samplers, speed of sound, and speed of light sensors.
  • Maintenance of the sensor network and communication of the data to enable detection of any type of radiological or nuclear (RN) release, intentionally or accidentally, that results in the dispersion or emission of hazardous radioactive materials,
  • Support the Crisis Management LOE with ground truth measurements to identify and characterize the RN conditions in Ukraine to enable informed decision-making and efficient mitigation strategies.
  • Collaboration with US embassies in Ukraine and neighboring countries to establish diplomatic ties and facilitate communications, in order to streamline procurement, deployment, and installation processes and ensuring adherence to established standards, norms and protocols.
  • Brief Ukraine Task Force Management and interact at leadership levels; interactions will include working directly with interagency, DOE laboratories, and international partners.
  • Facilitate negotiations between USG and UKR, as well as neighboring countries, to establish frameworks for cooperation, communication, and the potential development of MOU/As.
  • Identify, navigate, and comply with international regulations, legislation, treaties, and protocols related to remote sensing, data collection and sharing.
  • Develop Notification CONOP in support of the Remote Sensing & Crisis Management Line of Efforts
  • Plan and execute Notification Drills in cooperation with the Crisis Management LOE, DOE Watch Officers & NNSA Emergency Response Officers, DOE laboratories, and the interagency

Required Qualifications:

  • Q and SCI clearance
  • Minimum Masters degree and 5+ years of related Nuclear Forensics program experience or other area within U.S. Government (USG) exemplifying ability to learn and be effective in executing required responsibilities.
  • Ability to lead and manage a diverse technical portfolio of tasks and people
  • Ability to organize and support project management goals and budgetary tasks
  • Ability to work well in a rapidly changing and often uncertain environment
  • Demonstrated good judgement, professionalism, and ability to work well with people
  • Highly organized
  • Excellent written and oral communication skills

Desired Qualifications:

  • Experience with US Embassy, DoS, DoD
  • Familiarity with or experience in emergency response
