Senior Human Resources Analyst - Compensation $90,000, negotiable based on experience



GENERAL DESCRIPTION

Under the general direction of the Human Resources Director, the Senior Human Resources Analyst is responsible for managing a variety of HR programs and initiatives. This role serves as an analytical point-of-contact for all assigned functional areas of HR and assists subject matter experts with ensuring HRIS data integrity, compensation surveys, competencies, job requirements, evaluating job positions, report writing, and analyzing data flows for process improvement opportunities. This role requires agility in balancing multiple responsibilities while maintaining impeccable organization and attention to detail. Members in this classification perform routine and moderately complex duties and functions with considerable independence.

ESSENTIAL FUNCTIONS

·         Collaborates with executive leadership and HR staff to identify system improvements and enhancements; recommends and implements solutions.

·         Performs system maintenance, including assisting in reviewing, testing, and implementing HRMS system upgrades or patches. Collaborates with functional and technical staff to coordinate the application of upgrades or fixes. Maintains HRMS system tables. Documents process and results dictated by authority business rules and procedures.

·         Serves as a resource to the HR department regarding HRIS applications and software that organize human resources and personnel records.

·         Responsible for creating and analyzing year-end hiring trends, turnover, dashboards, and other relevant data.

·         Calculates annual pay raises and other employee recognition items.

·         Analyzes and prepares reports on program performance, including website and TV content updates, professional study participation, and benefits analytics and billings, to HR leadership and other stakeholders.

·         Prepares and maintains job descriptions for each position, ensuring that descriptions accurately reflect incumbents' work. 

·         Assists with assessing jobs and their duties to determine classification as exempt or nonexempt and appropriate salary range. 

·         Benchmark jobs against survey data and other market intelligence to determine competitive compensation ranges for each position, ensuring internal equity.  

·         Utilizes spreadsheet and data analysis techniques to assess results and market trends. 

·         Prepares and presents summary reports of job analysis and compensation analysis information. 

·         Facilitates annual open enrollment strategies with testing and implementing benefit or rate changes.

·         Consults and works collaboratively with IT function to develop and administer plans for HRIS applications.

·         Conducts system data audits to ensure the accuracy of data entry and verify system functionality.

REQUIRED FOR ALL HCAA JOBS


  • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.

  • Complies with all HCAA Policies, Procedures, and Standards.

  • Performs other duties as assigned.



QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)

·         Bachelor’s degree in Human Resources or related field required. 

·         Five (5) years of related experience in a human resources professional role, including some experience in analytics and administration of an HRIS, is required. 

·         An equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted below.

·         Must possess a valid, current Florida Class E Driver License when operating an Authority vehicle or driving on behalf of the Authority.



PREFERRED QUALIFICATIONS

·         PHR or SHRM-CP

·         Experience with HRIS and other relevant software tools.
