The Director, State Government Business plays a pivotal role in leading and managing State Government partnerships in collaboration with Government Affairs to unlock the partnership potential and optimize portfolio value. This role will help shape Amneal’s leadership position as an affordable medicines company with State Governments through a coherent, well-positioned portfolio strategy. They will have responsibility for commercially marketed products with assigned States and will serve as the primary representative of Amneal to State Government agencies, community stakeholders and coalitions, and other key stakeholders on procurement, and to support Amneal’s Government Affairs function in generating awareness and support for Amneal’s public policy objectives. This role will work primarily with State Government agencies, and in some instances local jurisdictions involved in the procurement of pharmaceuticals, including, but not limited to, the Department of Health, Department of Children & Families, Department of Emergency Management, Department of Justice, and Medicaid.

This position reports directly to Amneal’s VP of Government Business and Healthcare Policy, partnering closely with Commercial/Generics, Regulatory & Government Affairs, Communications, Marketing, and other functions to develop and implement a state government procurement strategy that aligns to Amneal’s state public health ambitions. Strengthening our partnerships with State Governments is a critical success factor for Amneal’s growth and this newly created role will be critical to ensuring the successful implementation of our strategy, maximizing Amneal’s portfolio and reputation. They will proactively identify opportunities and anticipate obstacles based on gathered information and an in-depth understanding of the targeted states and customer-specific insights. They will leverage this knowledge, along with the needs of Amneal, to plan, prioritize, coordinate, and execute strategic business solutions to address all internal and external opportunities. This role will be expected to rally a diverse cross functional team behind our state public health partnership ambitions, driving a consistent message about Amneal’s vision and goals within the government segment and ensuring alignment for success.

Essential Functions:


  • Lead and Position Amneal as a trusted partner in the public health space, with an eye to existing and future business opportunities.

  • Identify, develop, and manage strategic relationships with state officials, agencies, and other key influencers resulting in meaningful partnerships focused on greater portfolio access and patient benefit.

  • Monitor and assess state policies, RFI/RFPs, as well as existing procurement contracts and grants, identifying potential opportunities that align to Amneal’s business objectives. 

  • Lead the negotiation of complex state agreements, ensuring they meet the strategic and financial objectives of each asset. Oversee the management of ongoing agreements to maximize value creation.

  • Develop robust account strategies and innovative solutions that create access and procurement/contract opportunities for the portfolio and drives growth.

  • Provide subject matter expertise to Generics, Government Affairs, Marketing, Corporate Development, and Corporate Communications on specific state government procurement, policy, public health, or access matters.

  • Ensure close collaboration with other Generics colleagues, Government Affairs, Marketing, and Corporate Communications to capture relevant state channel insights, identify data gaps, develop compelling value propositions and ensure teams are equipped with the right tools.

  • Lead (without authority) a cross-functional team to exceed expectations and grow the portfolio within the state government segment.

  • Analyze public health trends and events impacting the state and/or Amneal and translate into meaningful insights to inform strategies to address them.

  • Oversee the project management for implementation of state government business initiatives to drive and measure successful execution.

  • Represent Amneal on relevant procurement-related trade associations, statewide task forces and work groups, and key trade and customer meetings / conferences.

  • Empower, inspire, and mentor other colleagues by providing strategic direction and modeling Amneal’s culture and contributing to the leadership pipeline.


 

Education:


  • Bachelors Degree (BA/BS) Business, Healthcare Policy or science-related major - Required

  • Masters Degree OR Higher Level Business, Healthcare Policy, Public Health or science-related - Preferred

Experience:


  • At least 4 years of senior-level government experience with prior experience leading teams - Preferred

  • At least 5 years of Pharmaceutical Account Management or State Government Affairs / Public Policy experience - Required

  • At least 10 years of Pharmaceutical Industry or Related Healthcare Industry experience, with progressively higher levels of responsibility - Required

  • Deep knowledge of Medicaid and other federal and state-financed healthcare benefit programs and procurement vehicles

  • Direct expertise in state government working with state agencies, departments and commissions

  • Prior experience in State Medicaid, Vaccines, or other Public Health experience

Skills:


  • Exceptional communication skills (both written and verbal) - Advanced

  • Self motivated with a demonstrated ability to manage multiple customers simultaneously - Advanced

  • Proficient in Microsoft Office tools (Excel and PowerPoint) - Advanced

  • Ability to work effectively in a highly matrixed and unstructured environment - Advanced

  • Demonstrated leadership, project management, and strong people management experience - Advanced

  • Demonstrated strategic planning capabilities - Advanced

Specialized Knowledge:


  • Established relationships with State Government Agency contacts within top states.

  • Knowledge of legislative, regulatory, and political processes.

  • Knowledge of healthcare industry, specifically state and federal healthcare programs, waivers, and grants.

  • Basic understanding of state bulk purchasing initiatives and procurement vehicles.
