Job Description:

Leidos QTC Health Services is looking for a candidate to take on a growth opportunity to become a Release Train Engineer for a fast paced development organization tasked with application modernization using Scaled Agile Framework (SAFe) methodology. The ideal candidate will have prior Release Train Engineer (RTE) experience with knowledge of identifying and standing up new value streams, as well as coaching the Agile Release Train (ART).

Job Description:


This role requires an experienced Agile Leader to fulfill the Release Train Engineer role for an Agile Release Train executing on a program implementing SAFe. Major responsibilities include facilitating ART events and coaching agile techniques that assist the team in delivering value. The RTE also serves as a project manager over the ART and focuses on ensuring ART commitments are met. This includes working with the development teams to determine if they will meet their iteration goals, understanding why something might not complete as planned, and helping mitigate issues preventing completion. Finally, this role facilitates horizontal and vertical communication across teams to identify any impediments that may prevent team progress while working mitigation plans as needed.


Primary Responsibilities:



  • Managing and optimizing the flow of value through an Agile Release Train (ART)

  • Managing schedule execution and planning the releases for the program

  • Facilitating Program Increment (PI) Planning readiness by fostering a Continuous Exploration process which drives the synthesis of Vision, Roadmap, and Backlogs, and through Pre- and Post-PI Planning meetings

  • Facilitating Program Increment (PI) Planning, including logistics and technical preparation

  • Facilitating cross-team collaboration within program via Scrum of Scrums meeting and other less formal forums in support of development, testing, and deployment efforts

  • Summarizing Team PI Objectives into Program PI Objectives and communicating them for visibility and transparency

  • Assist tracking the execution of features and capabilities through metrics across the program’s agile and DevOps teams

  • Briefing customer on development progress throughout PI cycle and on the status of testing, deployment, and release readiness

  • Assessing risk and understanding varied customer needs

  • Coaching teams, Scrum Masters, Product Owners, and Project/Program Leaders in SAFe/Agile practices

  • Promoting agile teamwork principles to achieve PI goals

  • Leading the teams towards agile maturity

  • Assisting with economic decision-making by facilitating feature and capability estimation by teams and the roll-up to Epics, where necessary Coach leaders, teams, and Scrum Masters in Lean-Agile practices and mindsets

  • Escalating and tracking impediments

  • Providing input on resourcing to address critical bottlenecks

  • Driving relentless improvement


 


Basic Qualifications:



  • Bachelor’s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a relevant discipline from an accredited college or university. Equivalent experience/combined education will be considered.

  • Minimum of eight (5+) years of experience in a relevant role

  • At least three (3) years of experience supervising/leading teams or projects using agile/lean methodologies (Scrum, Kanban, XP, etc.)

  • At least three (3) years of experience in Release Train Engineer role

  • Experience working with Scaled Agile (SAFe) management over large software system development including SecDevOps

  • Experience managing multiple interconnected projects within an ART

  • Ability to identify when and how to stand up new ARTs and organize teams within the ART

  • Experience facilitating Program Increment Planning and ART sync events, such as system demos, PO Sync, Scrum of Scrums

  • Experience briefing leadership and/or customers of key status of project progression

  • Ability to understand technical concepts and communicate them effectively to both technical and non-technical audiences

  • Experience communicating with and briefing status to external stakeholders, including customer/government representatives

  • Experience using project management tools (i.e. Jira/Confluence, ADO)

  • Excellent written, verbal, and interpersonal communication skills

  • Ability to manage time extremely well, and quickly sense when an issue needs to be discussed or triaged

  • Ability to thrive in a fast-paced environment across diverse systems and groups

  • Must have growth mindset and strong attention to detail


 


Preferred Qualifications:



  • Certified Scrum Master (CSM), SAFe Scrum Master (SSM), SAFe Agilist (SA), SAFe RTE or similar agile project management certification (PMI-ACP, SPC)

  • Experience working with an Agile software development team managing projects in a Scrum Master or Product Owner role

  • Experience affecting change in organizations working towards agile adoption.

  • Working knowledge of Lean principles and techniques – flow optimization, value stream mapping, eliminating waste, etc.

  • Experience working with multi-disciplinary development teams.

  • Experience applying test automation, test-driven development, continuous integration, and continuous deployment to achieve built-in quality by the team.


 


Pay and Benefits:


Salary range (level 3) = $100,000 - 127,000


Other level(s) may be considered, The salary range(s) are as follows: Level 4 - 9+ years of experience:  $135,000 - $156,000
