Job Description:

I. JOB SPECIFIC DUTIES AND RESPONSIBILITIES:
Reporting to the associate director, the deputy associate director supports the Board in meeting its statutory responsibilities under the Federal Reserve Act to issue U.S. currency. This position will be responsible for overseeing the two sections: Banknote Design & Development and Currency Education Program responsible for currency design and currency education. This role is the executive sponsor to multiple cross-cutting initiatives. This role works closely with Reserve Banks, the Treasury, the United States Secret Service, other U.S. government organizations, and foreign central banks, on achieving the objectives of the U.S. Currency Program (USCP). In carrying out these duties, responsibilities include:

1) Synthesizing the work of their assigned sections, and collaborating with other teams, to achieve the broader objectives of the USCP, the Reserve Bank Operations and Payment Systems (RBOPS) Division and Board of Governors.
2) Leading major initiatives within the USCP to ensure the design, production, performance, availability, effective stakeholder education, and usability of U.S. currency in commerce, domestically and internationally, through collaborative efforts with other USCP stakeholders.
3) Overseeing staff analysis on a broad range of topics related to U.S. currency and the preparation of recommendations to Board's Committee on Federal Reserve Bank Affairs, Treasury's Advanced Counterfeit Deterrence (ACD) Steering Committee, and other decision-making organizations.
4) Leading teams responsible for risk assessments, analysis of options, capabilities development, and program management of USCP initiatives.
5) Leading teams that develop design products, communications strategies, guidelines, and plans that guide the work of other organizations in the design, production, distribution, and usability of U.S. currency.
6) Working with other USCP leaders in developing capabilities, forming strong coalitions, and leading the strategic direction of the USCP.
7) Working with the division's officer and manager team, helping develop the capabilities of the Cash program, and Board staff, to increase technical, analytical and project management skills as well as prepare staff for increasing leadership roles in the USCP.
8) Assisting the associate director in program direction, risk management and financial management of the Board's Cash program.
9) Leading some of the cross-functional administrative work for the Cash program including responding to external inquiries, procurement actions, budget management, program reporting, etc.
10) Collaborating with other central banks on relevant programmatic and technical matters that support the Board objectives to maintain or improve the security, availability, and public confidence in U.S. currency.
11) Providing direction to Reserve Banks or programs within the Federal Reserve related to U.S. currency, as applicable.
12) Directing policy work in support of the Board's role as issuing authority for U.S. currency, as applicable.
13) Representing the Board and RBOPS on System, interagency, international, and Board initiatives, advisory groups, and task forces, as appropriate in a manner that advances the Board and System's broader objectives and mission.

II. DIVISION SPECIFIC REQUIREMENTS:
Demonstrated expertise and leadership experience in the expectations of RBOPS officers:

1) Developing local human capital - developing next generation leaders, providing variety of experiences, allowing staff to learn and grow
2) Leading teams to consistently and compellingly articulate a "business model" for the relevant sections or program - shared vision, what is unique about sections, how it fits into division/board's broader objectives
3) Actively contributing to the leadership of the division as a whole and in a manner that has positive impact with respect to tone and substance beyond the specific programs or sections for which we are responsible - help, guide, influence, impact, and work beyond your particular scope/focus
4) Leading teams to play a critical risk management role for the Board of Governors - helping to evaluate risks and making appropriate trade-offs and evaluating where time is best spent across priorities
5) Contributing directly to the advancement of an affirmative substantive agenda in areas of responsibility, in partnership with the staff in the programs we lead and colleagues on the management team - understanding various dynamics among relevant stakeholders - Board, across the System, among various U.S. departments/agencies, or central banks across the world - and strategizing appropriately to leverage experiences in advancing substantive work of the division

  • Preparing and delivering briefings to the Board, Board members, Reserve Bank senior management, and Government agencies; preparing testimony and speeches for Board Members; and making speeches to industry groups and foreign central bankers.

  • Overseeing staff studies, reports, and operational reviews in assigned functional areas.

  • Serving as Board liaison to appropriate advisory groups and task forces and to appropriate industry and international work groups.

  • Analyzing and recommending actions to the Board on all policy matters relating to assigned functional areas.

  • Overseeing the preparation of responses to inquiries from Congress and the public

    This position is located in Washington DC. Employees are expected to spend a minimum of 6 days per month onsite, subject to change. Relocation assistance is available. Some travel (10-15%) within the United States and internationally will be required.


    III. KNOWLEDGE/SKILL/EDUCATION REQUIREMENTS:
    1) Bachelor's degree in business administration, product development, applied chemistry, communications, human factors design or closely related field of study or equivalent experience. Advanced degree in related field or a related professional certification preferred.
    2) Five or more years of demonstrated experience and success at managing multi-dimensional risks (cost, schedule, performance, reputational risk, etc.) of enterprise or cross-organizational programs.
    3) Five or more years of managing resources (staff, budgets, etc.) effectively to manage a portfolio of projects comparable in scale to $200 million to $2 billion to achieve program outcomes.
    4) Five or more years leading people including setting strategy, establishing aligned performance expectations, providing clear and actionable feedback, and developing people with one or more years managing managers.
    5) Strategic thinker with demonstrated strong project execution and project management capabilities, analytical skills, political savvy, and conflict mediation skills.
    6) Demonstrated experience and commitment to fostering collaboration and employee engagement.
    7) Ability to lead and manage staff and projects effectively, set priorities, assess performance, guide staff development and make budgetary recommendations.
    8) Ability to balance competing interests among a variety of clients and readily readjust priorities to respond to pressing and changing client demands. Must be able to anticipate and meet the clients' needs while maintaining high-quality end products.
    9) Exceptional organizational savvy and agility as demonstrated by ability to manage across organizational boundaries, building high performing teams, diminishing organizational silos, strengthening teams, and facilitating effective group and team dynamics
    10) Requires the ability to communicate effectively, both orally and in writing, with all levels of staff and management.

    1) Provides guidance, coaching, and feedback to, and conducts performance reviews for managers and other direct reports, and ensures same is provided to all function staff.
    2) Responsible for accomplishing approved program objectives for area(s) of responsibility within the financial and personnel resources allocated by the Board and the division's senior management.
    3) Participates in the development of the division's strategic plan, goals, and budget. Recommends program objectives and their priorities for area(s) of responsibility.
    4) Recommends personnel actions involving promotions, reclassifications, merit increases, and reassignments or separations in area(s) of responsibility.
