Community Engagement Manager

Hours: Monday – Friday, 8:00 a.m. – 5:00 p.m.

Pay Range: $41.2349 – $59.7906 Hourly / $85,768.59 – $124,364.45 Annually

 

Characteristics of the Job

Under supervision of the City Administrator, plans, coordinates and implements the City’s community engagement initiatives including, but not limited to, community outreach and events, public and media relations, and government affairs.  Develops materials designed to increase public understanding of City services, issues and programs.  Strategizes with staff, boards, commissions and constituents to build innovative and dynamic strategies that communicate to the public and engage, support, inform and build brand awareness and loyalty among all City audiences.  This position entails considerable initiative and independent judgment within the guidelines of established policies, goals and objectives of the City.  

Examples of Duties  

  • Cultivate and sustain community relationships with a variety of diverse external stakeholder groups.
  • Act in the capacity of Public Information Officer and issue public information as directed by the City Administrator concerning issues related to emergency response, health and safety, employee relations, collective bargaining, City services and special events.
  • Create public relations and marketing materials such as press releases, social media and internal/external brochures and newsletters.
  • Plan and coordinate media activities such as media releases, news conferences, ribbon cuttings/ground breakings, distribution of materials, television advertising, web page data, promotional events, etc., as approved by the City Administrator.
  • Respond to media inquiries and maintain relationships with journalists and other members of the press.
  • Work collaboratively with the City’s Department Heads and staff to provide a centralized approach to all City communications with consistent and intentional messaging.
  • Attend City Council, intergovernmental and community partnership meetings, neighborhood and/or ward meetings and community events, as required, which may be during non-traditional work hours and includes 24/7 availability during emergency incidents.   
  • Coordinate volunteers, support staff, vendors and more to support City promotional events.
  • Develop a marketing plan and associated promotional materials designed to enhance and promote the image of the City, employees, elected and appointed officials and the services provided.
  • Design and develop promotional materials and publications based on City identity, mission, vision and strategic goals.
  • Develop and administer annual satisfaction surveys of residents and businesses in accordance with the strategic planning process.
  • Manage the overall direction of the City’s website and collaborate with the IT Manager to include more interactive features to improve efficiency and customer usage.  Promote use of the web page by assisting departments in preparation of items for posting and by stimulating public awareness.  Stay up-to-date on industry trends and make recommendations for adjustments to communication strategies and practices.
  • Prepare operational reports, cost analyses, specifications and documentation of progress toward stated goals and objectives as required by the City Administrator.
  • Maintain highest level of confidentiality in the handling of sensitive documents, correspondence, and communication.
  • Fully understand, apply and adhere to all City and department policies.
  • Other duties may be assigned.

Training and Experience

Bachelor’s degree or equivalent from an accredited college or university and four years progressively responsible experience in public and employee relations, public administration, marketing, journalism, communications or related field; or equivalent combination of training and experience that provides the required knowledge, skills and abilities.

Knowledge, Skills and Abilities

Thorough knowledge of acceptable practices and standards of public relations, principles and practices of effective communication; knowledge of marketing; governance role in local programs; and the laws and regulations that impact the work performed

Exceptional skill in public and employee relations and in maintaining effective working relationships; advanced skill in writing and editing to develop a wide range of information including reports, speeches, media releases and articles for publication; thinking creatively and analytically; developing marketing strategies and promotional materials; effectively presenting information and responding to questions from managers, elected officials, employees and the general public; identifying and determining causes of problems or inefficiencies in the area of public relations and offering solutions; using Microsoft Outlook, Word, Excel, PowerPoint, Publisher and web design and website management softwares; and ability to perform research, compile information, analyze data and prepare reports. Ability to speak and write Spanish and French desirable.

Ability to maintain absolute confidentiality of the materials and situations encountered on the job; define problems, collect data, establish facts and draw valid conclusions; respond effectively to inquiries and complaints, both verbally and in writing; present written and oral reports; make graphic presentations; solve complex problems involving several variables within a familiar context; and understand and carry out established policies and procedures.

Valid Illinois driver’s license or equivalent

Physical Demands

While performing the duties of this job, the employee is frequently required to sit and talk or hear and occasionally required to stand, walk and use hands and fingers to handle or feel and reach with hands and arms.  The employee must occasionally lift and/or move up to 20 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, and ability to adjust focus. 

While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions and outside weather conditions.  The noise level in the work environment is usually quiet and occasionally moderate.

Residency Requirement

Non-union employees shall live within a 20-mile radius from the City's Emergency Center, located at 1630 8th Avenue in Moline, within 1 year of hire.
