Coordinate PacificSource's efforts in planning and conducting the company's lobbying efforts in Montana. Research legislative issues of relevance to the companies and communicate the findings of this research to various legislative bodies for the purpose of advocating in the interest of the companies. Participate in various industry lobbying coalitions and legislative workgroups and taskforces. Coordinate with Government Relations staff in Idaho, Washington, and Oregon and oversee contracted lobbyist activities. Track, analyze and form position statements on relevant legislation.



Essential Responsibilities:



  • Conduct lobbying activities and functions, in accordance with PacificSource's legislative agenda, and as directed by the Vice-President - Montana Regional Director in collaboration with the Vice-President of Government and Community Relations.

  • Participate in internal discussions to set the company's legislative agenda.

  • Research and analyze the impact of specific legislation on PacificSource business, operations and financial position.

  • Assist in compiling written testimony and other communication tools supporting PacificSource advocacy positions.

  • Present relevant items to the Legislature by testifying at committee hearings and by meeting with Legislators individually.

  • Provide reports to the Legislative Strategy Team at least weekly during active legislative session, regarding the status of relevant legislation, and other pertinent information.

  • Attend and actively participate in the weekly GR Team meeting with state leaders and other state GR Directors.

  • Active engagement in community relations activities that align with PacificSource's strategic and business objectives.

  • Coordinate with other interest groups on legislative issues where interests align, including the AHIP industry lobby group and other government relation and compliance colleagues.

  • Assist in public and community relations events by representing PacificSource including speaking at, helping organize, and being seen as part of the overall community presence.

  • Provide guidance on legal and contractual issues to internal and external customers.

  • Participate in committees when knowledge, skills, and experience may be useful to the committees' purpose.

  • Provide training on regulatory issues, including new legislation and rule-making, to both internal and external customers, as appropriate.

  • Stay abreast of laws and regulations that might affect the organization's policies and procedures. Monitor compliance with federal, state and local regulatory requirements.

  • Provide assistance to the Corporate Compliance Officer and Legal Counsel as may be required for efficient functioning of the department.

  • Coordinate business activities by maintaining collaborative partnerships with key departments.

  • Actively participate as a key team member in manager/supervisor meetings.

  • Actively participate in various strategic and internal committees in order to disseminate information within the organization and represent company philosophy.




Supporting Responsibilities:



  • Meet department and company performance and attendance expectations.

  • Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.

  • Perform other duties as assigned.




Work Experience: A minimum of five years' experience in healthcare and health policy. Comprehensive understanding of state legislative process and structure. Healthcare leadership, planning, and development experience with in-depth understanding of key health care issues and trends. These include but are not limited to: federal, state, and local policies; trends in the healthcare industry, knowledge of business principles and techniques of administration; and organization and management.



Education, Certificates, Licenses: A Master's Degree is preferred. A Bachelor's Degree is required, preferably in the area of public policy, political science, communication or a related field.



Knowledge: Must understand Montana's legislative timelines and procedural requirements. Must be knowledgeable of the legislative life-cycle through bill development, passage, adoption and rulemaking. Must have a strong ability to coalition with other stakeholders around topics of shared concerned. Must be able to communicate and negotiate effectively with policy-makers from all political party affiliation and stakeholders from all backgrounds.

Environment: Work inside in a general office setting with ergonomically configured equipment. Travel is required approximately 25-50% of the time.
