ANNUAL SALARY RANGE: $85,501.00 - 142,500.00 (Salaries are paid biweekly)
ANNUAL ANTICIPATED HIRING RANGE: $115,000.00 - 130,000.00 (Salaries are paid biweekly)

Job Summary

Engineering work related to the master planning, design, construction, and maintenance of water utility systems including water treatment and distribution, wastewater treatment and collection, storm drainage and detention, and floodplain management. This position is part of the Water Systems Engineering Division of Utilities responsible for project management of all types of Water, Wastewater, and Stormwater capital improvements.

Essential Duties and Responsibilities

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive:


  • Manages all aspects of water utility capital improvement projects including design, permitting, procurement, construction and public outreach.

  • Administers multiple engineering and construction contracts for the duration of the project.

  • Develops the project Scope of Work for all types of water utility infrastructure projects.

  • Manages the preparation of contract documents, bidding and contract administration including negotiating change orders for engineering and construction contracts.

  • Develops and monitors project schedules from design through construction.

  • Manages project budgets and anticipates financial changes for projects. Ensures completion of assigned projects within established budgets.

  • Develops conceptual, preliminary, and final cost estimates for water utility projects.

  • Contributes to the preparation and modification of reports, specifications, plans, construction schedules, and/or designs for infrastructure project.

  • Performs review and final approval of infrastructure replacement or improvement projects.

  • Performs site inspection to monitor progress and ensure conformance to engineering plans, specifications, and construction and safety standards.

  • Responsible for obtaining all necessary of federal, state, local, and private permits related to large scale water utility projects. Secures permits and monitors compliance with all applicable regulations.

  • Represents the department and serves as a technical information resource for the public, consultants and developers, City boards and departments, City Council, and other organizations regarding specific projects or general engineering questions; may prepare presentations and written materials.

  • Seeks input from operations divisions on design and construction of utility infrastructure.

  • Responsible for public outreach and engagement related to water utility projects through a variety of communications tools.

  • Presents design alternatives to the public and obtains informed consent for construction of improvements.

  • Fosters an inclusive environment within the project teams (engineers, contractors, other city departments, etc.) for the greatest project outcomes.

Required Qualifications

MinimumPreferredAssociates / Bachelor's degree or other specialized skill training / certification may be required in some positions.Bachelor's degree in engineering from an accredited college or university or equivalent work experience.

Experience Requirements

  • A minimum of 7 years related experience is required. Experience managing the design and construction phases of complex large-scale water, wastewater and stormwater capital projects is required.

  • Valid driver's license., Professional Engineer (P.E.) registered in theState of Colorado or ability to obtain within 6 months, or equivalent job experience., Project Management Professional (PMP) certification form the Project Management Institute preferred.
