Job Description:

SUMMARY


Bering Government Services, LLC, a subsidiary of Bering Straits Native Corporation, is currently seeking a qualified Proposal Manager for our Corporate Business Development office. This position may be a local position with a hybrid in-office/remote work requirement, or it may be fully remote if the candidate lives out of state. This position is a direct report to the Proposals Director. The primary duty is to manage, organize, write, and produce proposals and responses to Requests for Information and Sources Soughts, presentations, and other business support material. This is a fast-paced, deadline-driven work environment that requires a high degree of accuracy and the ability to prioritize and manage multiple submittals simultaneously. Depending on the selected candidate's experience, they will be hired as a Jr. Proposal Manager, Proposal Manager, or Sr. Proposal Manager.


ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

  • Manages business development submissions to include responses to Sources Sought and Requests for Information, briefings, proposals, evaluation notices, and final proposals.
  • Manages multiple proposals, leading proposal resource personnel to include subject matter experts, writers, graphic artists, editors, reviewers, teaming partner participants, and production personnel in the development of the proposal.
  • Interfaces with Government Contracting Officials regarding solicitation questions, processes, submittals, negotiations, awards, and debriefs.
  • Coordinates non-disclosure agreements (NDAs) and Teaming Arrangements (TAs) with the Contracts staff when required.
  • Coordinates submission of site visit attendees.
  • Thoroughly reviews solicitation to develop Proposal Management Plan, to include kickoff slides, outlines, compliance matrices, schedules, proposal contact list, questions format, and volume templates.
  • Directs planning, writing, editing, graphics development, reviews, production, and shipping/submission of assigned proposals.
  • Schedules and directs kickoff, data calls, status meetings, and Pink/Red/Gold teams as appropriate.
  • Coordinates and participates in proposal strategy development and directs the process of integrating and capturing the bid strategy in the proposal in conjunction with the Capture Manager if there is one assigned.
  • Is hands on with document development, including formatting; writing; editing; development of graphics, tables, covers and tabs; and proposal production and shipping when required.
  • Develops cover letters, executive summaries, resumes, position descriptions, past performance volumes, management sections, technical sections when required and in coordination with a subject matter expert, contract fact sheets, and Sources Sought and Request for Information responses.
  • Coordinates and develops responses to prime contractor data calls.
  • Facilitates the synchronization of technical and cost by working closely with cost developers to match technical volume organizational, staffing, and equipment/material narratives with the price proposal.
  • Leads organization of the cost volume, by completing required forms, and gathering required DCAA contact, Accounting System, Small Business and Financial status, and Teaming documents, along with other cost volume artifacts. Assists the cost staff with editing of pricing narratives and formatting of the cost volume spreadsheets.
  • Works with other proposal staff as a team, assisting in a supporting role on projects assigned to others when needed.
  • Occasional travel may be required.
  • Other duties as assigned.




Jr. Proposal Manager


Position Description is as above, with the expectation of managing a proposal from start to finish, though of a less complex nature than might be assigned of a more advanced proposal manager. This position is the opportunity to expand upon the training ground begun either as a proposal coordinator or writer, to increase one's ability to multi-task and take on proposals of a more complex subject or submission requirement as one's abilities allow, with a moderate to substantial level of guidance as needed.


Proposal Manager


Position Description is as above, except that the Proposal Manager must be able to manage large, multi-volume, complex proposals and potentially simultaneous submissions (ex: a large proposal along with a sources sought or simple proposal) with minimal guidance.


Sr. Proposal Manager


Position Description is as above, except that the Sr. Proposal Manager is competent at managing large, multi-volume, complex proposals and several simultaneous submissions with little or no guidance, expertly coordinating all the moving parts of the proposal and professionally guiding all proposal team participants. The Sr. Proposal Manager participates in capture development, is expert at proposal compliance, is an exceptional writer, and is skilled at developing a compelling proposal that sets us apart from other proposers. The Sr. Proposal Manager may assist the Proposals Director with the mentoring of junior staff and review of other proposal manager proposals.



QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum Necessary) Qualifications

  • BA/BS in Communications, Marketing, English, or Journalism.
  • Advanced knowledge of the principles, methods, and practices associated with proposal development in a Government contracting environment.
  • Technical writing expertise required and graphic design ability a plus.
  • Demonstrates effective interpersonal skills as well as excellent oral, written communication, and time management skills.
  • Must be analytical with attention to detail, task-oriented, self-motivated and have the inherent ability to multitask, work under pressure, meet deadlines, and work as a team member.
  • Must be proficient with MS Office Suite Programs: Word, Outlook, PowerPoint, Publisher, and Visio; have a working knowledge of Excel and Project; and have experience with Desktop Publishing.


Jr. Proposal Manager

  • At least 2 years of experience supporting proposal efforts in a Government contracting environment as a Proposal Coordinator or Specialist. Consideration may be given to a candidate lacking this experience if they have substantial workplace writing experience.
  • Formal proposal workshop training such as that provided by Shipley Associates is preferred, but not required.*




Proposal Manager

  • At least 4 years of experience managing proposals in a Government contracting environment. Formal proposal workshop training such as that provided by Shipley Associates is preferred.*




Sr. Proposal Manager

  • At least 8 years of experience managing proposals in a large-proposal Government contracting environment, at least 2 of which involved managing proposals across multiple and varied functions (for example: base operations support, information technology, AND aerospace). Formal proposal workshop training such as that provided by Shipley Associates is preferred.*



*If lacking this training, management may schedule the Proposal Manager for training during employment as proposal schedules allow.

WORK ENVIRONMENT


Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.
  • The job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily in a modern office setting. Occasional travel may be required.


SUPERVISORY RESPONSIBILITIES

  • No supervisory responsibilities.


ADDITIONAL QUALIFYING FACTORS
