Position Summary:
Midnight Sun is seeking an Assistant Project Manager (APM) to support Federal construction contracts at Joint Base Lewis-McChord near Tacoma, Washington and the surrounding area. The APM is responsible for assisting the Project Manager in overseeing the site's overall financial performance, enforcing Risk Management practices at all necessary levels, and ensuring that all employees are treated justly and professionally. This candidate will be required to manage client interface, client satisfaction, contract administration, and personnel administration.
Duties/Responsibilities:
Project Management:
Review the proposal SOW, specifications, and drawings to ensure they clearly define the project requirements and client expectations.
Assists with project budgets, invoicing, and reporting in accordance with contract requirements and corporate policies and procedures.
Attends pre-construction, progress, and other project meetings, and provides minutes.
Communicates proactively and effectively with all team members, including subcontractors and clients.
Meets with senior level project team members to regularly gain knowledge, ideas, and insight in order to develop skills, ensure success.
Develops and reviews SOW through site visits, existing conditions, and client needs so project requirements and expectations are clearly defined.
Negotiates with client and subcontractors as necessary.
Coordinates project close out, obtaining required documentation, assisting in pre-final inspections and As-Built drawings.
Attend pre-issuance site visits to determine existing conditions and client needs.
Ensure compliance Health, Safety, Environment and Quality (HSEQ) guidelines and procedures along with all local requirements (OSHA, USACE, EM385.1.1).
Estimating:
Prepares estimates based on technical specifications, statement of work (SOW), and drawings.
Perform independent review of estimates based on technical specifications, scope of work and drawings or sketches to include detailed quantity take-offs for each job order and enter line items into on-site computer containing the Unit Price Book software.
Confirm all necessary line items are included in the estimate and any unnecessary items are removed.
Assists with entering line items into Unit Price Book software using RS Means or other line items estimating tools.
Subcontractor Management:
Solicits proposals from at multiple vendors and/or subcontractors to include documentation on equipment, material, and labor costs for items not covered in an industry standard manual or work to be performed by subcontractors.
Reviews proposals to confirm compliance with SOW.
Assembles subcontractor quotes for review.
Gathers subcontractor safety information.
Scheduling:
Assists in development of project schedules with superintendents for use by customer and subcontractors.
Establish and maintain project start, progress, and completion schedules.
Other:

Requirements:
Education/Experience
Bachelor's degree in Construction Management, Engineering, or related field desired but not required.
2+ years of experience in Federal construction contracting.
Experience with JOC, SATOC, MATOC and SABER contracts highly desired
Knowledge and Skills
Familiarity with USACE RMS CM and EM-385-1-1.
Strong verbal and written communication skills, to include clear, concise, and professional presentation of information
Ability to effectively manage, adapting to frequent changes in a fast-paced work environment.
Effective negotiation skills.
Proficiency with Microsoft Office and Adobe.
Proficiency with construction management and estimating software such as RS Means, ProCore, and/or BlueBeam, as they relate to construction design, means and methods.
Certifications/Licensure/Other
CPR/First Aid, or ability to obtain within 30 days of hire.
OSHA-30, or ability to obtain within 30 days of hire.
Valid Driver License.
Ability to obtain/maintain all security access requirements for the contract.
Work Environment:
Performance of the required job duties will be in an office environment along with visits to sites that are under construction, which may include various weather conditions.
May be required to drive between project sites that can be miles apart or miles from the assigned office location.

Must be physically able to walk, climb ladders, and other demands needed for inspections of projects and assessing all areas of construction.
Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
