Overview

Intelligent Waves is seeking a Senior Proposal Manager to lead and manage the development of compelling, compliant, and winning proposals in support of federal and defense sector opportunities. This critical role within the Growth Team collaborates closely with Business Developers, Solution Architects, Operations, Contracts & Pricing, and SMEs to drive high-quality proposal submissions from inception to delivery.

 

You will provide project management, content management, and content generation skills, expertly navigating the dynamic company environment and managing competing priorities with overlapping schedules. You will craft compelling materials to support development of technical narratives on advanced capabilities, build and implement pricing strategies, and collaborate with internal and external stakeholders to close deals.

Location: This can be a remote role, but the candidate is expected to travel to Reston, VA as needed (roughly once a month) and will be required to attend client meetings as needed.

 

Travel: Ability to travel up to 10% of the time and will be reimbursed based on IW policy, GSA Per Diem rates and DoD Joint Travel Regulations (JTR) as required.

 

 

Adherence to all customer site protocols is mandatory for employees.

Responsibilities

• Lead the full lifecycle of proposal development, including RFIs, RFQs, RFPs, white papers, and Task Order responses, with a focus on federal defense and national security opportunities.
• Develop and manage detailed proposal schedules, compliance matrices, content plans, and kick-off materials to ensure alignment with solicitation requirements and internal expectations.
• Facilitate color team reviews (Pink, Red, Gold), enforce proposal best practices, and drive continuous process improvements.
• Collaborate with Business Development and technical leads to shape win themes, discriminators, and value propositions tailored to each customers mission needs.
• Manage and direct proposal writers, graphic designers, and subcontractor contributors in the production of compliant, persuasive content.
• Maintain version control, manage deadlines, and ensure final proposals meet all submission requirements, including digital and hardcopy delivery.
• Own personnel resourcing and management to support proposal development. Be an expert at providing guidance / review for complex opportunities
• Contribute to headcount planning, recruiting and hiring, team career pathways, promotions, and compensation management
• Partner with business and technical stakeholders to pursue opportunities and execute IWs capture, pricing, and outreach strategy through proposals, white papers, and other documents. Ensure the pipeline is appropriately prioritized and staffed. Monitor and flag potential opportunities to key internal stakeholders.
• Understand the ground-up development of new products and bid tabula rasa efforts in new markets or verticals.
• Lead continuous improvement efforts encompassing process, content management, and other team priorities.
• Brief executive leadership on key opportunities, wins and losses, color reviews, and overall proposal strategy

Qualifications

• 8+ years experience with the Government solicitation process
• Deep experience managing and winning competitive US Federal Government solicitations
• Experience and aptitude in building process where none exists
• Ability to clearly articulate information and to listen and understand business needs and build relationships across the organization
• Excellent writing skills with the ability to generate large documents on short timelines
• Comfort working with a diverse range of disciplines including, but not limited to, design, engineering, program management, contracts, marketing, and finance
