Responsible for the development and implementation of the Process Hazard Analysis (PHA) element within the Process Safety Management (PSM) Program following the standards noted in the California Code of Regulations, Title 8, Section 5189, and the California Accident Release Prevention (Cal-ARP) Program in accordance to Title 19 Div. 2 Chapter 4.5 (Cal-ARP). Ensures compliance with cGMP and safety regulations. This position requires the individual to be on-site.
Duties and Responsibilities:
Show leadership by mentoring, training, and reminding others of priorities for safe startup and operation of campaigns, and if necessary, approve/disapprove accordingly.
Schedule PHAs under the AFC production schedule, coordinate resources and process safety information development for PHA studies, facilitate PHA studies, and record and track PHA recommendations to completion.
Compile data, generate spreadsheets and charts, etc., and routinely distribute status reports to supervisors and management on the PHA program status and recommendations.
Assist with developing and implementing other elements of the PSM program, such as reviewing and/or revising AFC procedures, training employees, inspections, and audits.
Participate in Readiness Reviews, including job walks, for campaigns and their interim steps as they prepare for a startup.
Signing of work permits on a routine basis (shared workload amount the SH&E Department) i.e., safe work, hot work, confined space entry, etc., as well as scheduled on-call duty for SH&E on weekends and off-hours (shared).
Assist Department Manager (on a requested basis) with ensuring compliance with Fed-OSHA and Cal-OSHA regulations regarding Process Safety Management (PSM), federal EPA and California SactoCo EMD regulations for Risk Management Programs (federal RMP and Cal-ARP), as well as federal OSHA and Cal-OSHA Injury & Illness Prevention Program (I2P2 and IIPP) and other general industry safety orders regulations, as well as Chemical Hygiene Programs for the laboratories at Rancho Cordova and La Porte, TX sites.
Assist Department Manager (on a requested basis) with monitoring and tracking updates to PSM, Cal-ARP, and RMP regulations, communicating them to supervision and management, participating in their implementation, and inspecting and auditing to ensure compliance with changes.
Assist Department Manager (on a requested basis) with the implementation of voluntary programs such as Golden Pass, Voluntary Protection Program (VPP), Behavior-Based Safety (BBS), etc.
EDUCATION AND EXPERIENCE
2-4 years of experience in the related field;
B.S. in Safety, Chemistry, Industrial Hygiene, Engineering, or related science.
