The Sr. Project Controls Specialist-Governance & Oversight isa senior level position that performs all project controls functions includingscheduling and cost control. The Project Controls Specialist will be primarily responsiblefor assessing clients' Primavera schedules and cost estimates to determinequality and accuracy.
JobDuties:
• Review Utility Transmission Primaveraschedules to determine adherence to the corporate Governance and Oversightgroup's processes and procedures.
• Evaluate schedule logic, critical path,durations, resource assignments, etc. for accuracy.
• Work with project stakeholders to ask criticalquestions and/or resolve issues leading up to stage gate reviews.
• Analyze cost and schedule QRAs (QuantitativeRisk Assessments).
• Participate in schedule risk analysis asrequired.
• Evaluate cost estimates and forecasts to findanomalies or inconsistencies with existing project costs, earned value data, orproject schedules.
• Ensure accurate and timely control andforecasting of man-hour budgets and ensure that the impact of all changerequests is properly assessed and included in the schedules.
• Apply fundamental schedule control techniquesand analyze its relationship to cost.
• Review risk contingency and estimateuncertainty allocations for accuracy.
• Perform rigorous evaluations of projectdevelopment and control deliverables, including business cases presented byproject teams.
Qualifications(Knowledge, Skills and Abilities):
Basicor Minimum Qualifications
• HS Diploma or the equivalent required;
• Requires a minimum of ten (10) years ofProject Controls related experience;
• Requires previous experience utilizingPrimavera P6 to build schedules;
• Requires a basic working knowledge of projectmanagement software, specifically Primavera P6 and Excel;
• Requires the ability to manage multipleprojects and determine priorities;
• Must understand the basic principles ofproject management;
• Requires a general understanding of CostManagement, Estimating and Change Control;
• Must have a high degree of computer literacy;
• Must have experience implementing corporateand contract specific planning procedures.
Preferred Qualifications
• Bachelor's degree preferred;
• Previous experience in the Utility industrypreferred;
WorkingConditions:
• Work is conducted in an office environment(Private or Semi-Private Office) and requires occasional travel to off-sitework locations (work may be primarily completed remotely);
• Field duties require outdoor work in a plant orconstruction atmosphere;
• Interaction with other team members, as well assupervisors and client personnel;
• Working plant, construction, and/or shop areasaround production machinery with extreme noise levels;
• Must be able to wear safety equipment asrequired by the safety department for personal protection;
• May be at more than one job site in a day andmust be able to tolerate climate changes;
• May be required to travel out of town on aperiodic basis.
