The Position Incumbent works under the direction of the Long-Term Care Administrator or designee, overseeing program development, provision of quality and continuity of care, and adherence to applicable policies, procedures and standards within the Douglas County Health Center (DCHC). Essential Functions
Develop, plan, organize and implement resident care programs optimizing quality of life and business objectives, providing support and guidance.
Establish and maintain effective work relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
Comply with Civil Service policies and regulations, collective bargaining agreements, County policies, department policies and laws to create a cooperative, safe, respectful and quality work environment.
Develop and maintain a program encompassing dementia patient's physical, social, cultural, spiritual, and intellectual needs.
Assess each patient and develop programming, maximizing abilities and providing contentment, enjoyment, and positive self-esteem.
Develop direction and scope of future programs plans.
Promote a safe working environment through various activities (e.g. education, safety policy enforcement, infection control policies and procedures).
Develop, schedule, and/or deliver staff training (e.g. pre-service, in-service) consulting with Compliance Officer regarding content, monitoring training impact, and modifying for intended results.
Complete reviews of case files ensuring program quality, effectiveness, and efficiency in compliance with policy and procedures and program accreditation standards.
Conduct staff meetings clarifying program initiatives and priorities, and provide periodic reports to the Administrator on program effectiveness.
Assist with Marketing programs/initiatives and lead-generating events for potential residents.
Safely operate a motor vehicle while traveling on County business.
Report to assigned work location with regular and consistent attendance.
Perform other duties as assigned and directed.
Education and Work Experience and Other Requirements
Bachelor's degree from an accredited university or college in Health Care Administration, Nursing, Geriatrics, or Health Education required.*
Master's degree preferred.
Three (3) years of residential care industry experience required.*
One (1) year of supervisory experience required.
Valid driver's license and own transportation upon hire and maintained throughout employment required.
Completion of a pre-employment criminal record check and conditional offer drug screen required.
*Equivalent combination of work experience and education may be substituted for requirements on a year-for-year basis.

Work is generally performed in an office setting. Noise level is usually moderate. Work hours are typically standard day-shift hours; however, schedule may vary (e.g. evenings, weekends, holidays, extra hours, emergency call-in). Work involves potential exposure to adverse weather conditions and biohazards. Work may be stressful when dealing with time constraints, multiple/changing priorities, limited resources, critical/emergency situations and irate/uncooperative individuals.
Work requires some physical activity, including extended periods of sitting, standing, frequent walking, climbing, reaching, and occasional balancing, kneeling, and bending. Work also requires the ability to frequently lift and/or carry objects weighing up to 10 pounds and occasionally up to 25 pounds.
Required sensory abilities include vision, hearing and touch. Visual abilities, correctable to normal ranges include close, distance and color vision, depth perception, and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Incumbent must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.
