Position Description

The Measurement Supervisor oversees the daily supervision of a team of Liquid Volume Analysts responsible for analyzing measurement data of liquid hydrocarbons such as crude oil, refine products, CO2 and NGLs. This role focuses on minimizing measurement errors and enhancing the measurement technical expertise of the team. The supervisor will be responsible for timely and accurate closing processes at the end of month. The supervisor will ensure the accuracy and integrity of measurement data, implement best practices, and drive continuous improvement initiatives. The ideal candidate will have a strong background in measurement concepts and data analysis, coupled with excellent leadership and team development skills. This role will report directly to the Liquid Measurement Engineering Manager.
This position offers a hybrid schedule (Monday-Wednesday in office, Thursday and Friday working remotely).

Essential Duties and Responsibilities:


  • Provide technical expertise in measurement technologies, data analysis, and error reduction techniques.

  • Develop and deliver training programs to enhance the measurement technical capabilities of the Volume Analysts, to increase troubleshooting skills and more accurately and effectively adjust volumes as needed.

  • Understanding of product and plant balancing process for liquids.

  • Ability to train other resources in the areas of liquid measurement.

  • Direct knowledge of AGA, GPA, API and other industry related standards for the physical measurement and calculated properties of pipeline gas liquid products specifically in the areas of including refined products, NGL, crude.

  • Research measurement data issues and/or measurement system and work with support teams to resolve.

  • Assist in reconciliation of Gain/Loss issues for the pipelines.

  • Participate in audits and reviews to verify the accuracy and integrity of measurement data.

  • Work with internal and external customers on resolving measurement discrepancies, including operations, scheduling, accounting, and control center.

  • Other duties assigned.


Supervisor Role:

  • Provide training for existing and new volume analyst personnel.

  • Coordinate work schedules for volume analyst team.

  • Monitor measurement system work queues and data issues to ensure prompt reconciliation

  • Assist manager in ensuring employees are taking corporate mandated training.

  • Assist manager in ensuring employees are adhering to all company policy and procedures.

  • Ensure adequate backup coverage during employee absences.

  • Assign work tasks/responsibilities to volume analyst team.

  • Conduct periodic staff meetings with volume analyst team.

  • Supervise monthly measurement close process including closing activities and documentation.

  • Create and update volume analyst procedures.

  • Create volume analyst team to identify and drive process improvements.

  • Conduct employee performance review, set employee goals.

  • Continually work with volume measurement analysts to monitor their progression and development.


Position Requirements

Minimum requirements:


  • Bachelor Degree from an accredited

  • Industry experience with measurement systems may be accepted in lieu of the Bachelors degree

  • 10+ years of industry experience in measurement, ideally in hydrocarbon liquid measurement.


Experience / Specific Knowledge:

  • Experience with liquid volume measurement analysis and monthly close process

  • Working knowledge of measurement transactional systems

  • Experience with Microsoft Access or SQL query writing tools

  • Thorough understanding of measurement related calculations for liquids.

  • Understanding of product and plant balancing process for liquids.

  • Ability to train other resources in the areas of liquid measurement.

  • General understanding of measurement equipment including RTU and communication equipment for the transfer of measurement data between field and office.

  • Working knowledge of applicable industry guidelines and regulations such as AGA, API, GPA, BLM, specifically CFR orders pertaining to BLM, etc.

  • Intermediate to advanced proficiency in Microsoft applications, including but not limited to Outlook, Word, Excel, FLOWCAL, VISIO, Access, PowerPoint, Power-BI, SSRS reports.

  • Must maintain a valid driver's license and a driving record satisfactory to the company and its insurers.

Working Conditions:

  • Periodic travel with overnight stays (20%-30% typical).

  • Periodic visits to field locations with ability to move about industrial facilities and construction sites, including the use of steps, ladders, and scaffolding in varying weather conditions and working in confined spaces.

  • Tasks often on fixed and tight deadlines for multiple, often simultaneous, projects.
