Job Summary
The HSE Team Lead will lead and coordinate health, safety, and environmental programs and processes for all assets and HSE personnel within the Gulf of America business units. This position will interface with management, staff and contractors in areas including, but not limited to compliance, policies, and standards for company operations. The HSE Team Lead will also be responsible for the supervision of HSE staff and HSE contractors for the implementation of processes, safety & environmental management systems (SEMS), programs and procedures designed to protect asset integrity, eliminate risks and liabilities to both personnel and the business, including but not limited to, production, construction, decommissioning, drilling and completions operations. This person will also interface with government officials and third-party contract company representatives.
The successful candidate will demonstrate excellent knowledge in the offshore oil and gas industry and Safety & Environmental Management Systems. Additionally, the candidate will have a deep understanding of applicable local regulations and government agencies. Excellent English verbal and written skills are required.
The HSE Team Lead will work in our Houston Corporate office and will report to the Senior Manager Global Operations HSE.
Responsibilities
Responsible for the deployment and sustainment of HSE policies, guidelines, procedures and practices in the field
Implement HSE programs and procedures to ensure company compliance with applicable laws and regulations
Coordination with Operations and HSE management on all HSE matters, including but not limited to health, safety, & environmental procedures, SEMS requirements, risk assessments, training, emergency response, and contractor safety
Work with the Operations, Projects, and Drilling and Completions teams and sub-contractors to review HSE programs and procedures resulting in improved HSE performance
Provide daily guidance and supervision to production HSE Field techs and additional contractors, as needed
Conduct incident investigations and provide follow-up reports, lessons learned and safe operating practice solutions & corrective actions
Serve as the primary point of contact for all HSE related issues, including incidents, incident investigations, case management, emergency response, and HSE-related government interface
Work closely with and support the Environmental & Regulatory Group with identification and timely submission of all applicable HSE permits and other work matters as necessary
Coordinate training of new employees and contractors/service companies in basic HSE awareness, HSE-MS & SEMS orientation and ISNetworld requirements
Implement injury prevention programs focused on world-class health and safety performance
Develop and maintain knowledge of existing and proposed regulations
Coordinate with the Training and Competency Specialist to ensure implementation of required training, compliance tracking programs, and training record keeping systems
Ensure that HSE assessments/audits/inspections are conducted offshore
Coordinate other HSE planning tasks, meeting preparation, and reports as required by leadership
Serve as a subject matter expert by contributing both ideas and expertise in the development of HSE training and role specific competencies
Provide project support to ensure effective and successful HSE Performance
Track HSE-related budget expenditures as required and support development of annual HSE budget
Participate in Operational Offshore Committee (OOC) and Center for Offshore Safety (COS) committees as required
Complete tasks directed by the Senior Manager Global Operations HSE as required
Licenses/Certifications
Willing to attend and be able to pass HUET (Helicopter Underwater Egress Training)
Qualifications/Requirements
High School Diploma or equivalent
Minimum 15 years' experience in oil and gas with 10 years' experience in HSE
Travel offshore once a quarter or as directed
Knowledge in risk/hazard assessment
Knowledge in Safety & Environmental Management Systems
Knowledge of applicable laws & regulations
Strong organizational skills with ability to manage multiple on-going projects and prioritize workload
Maintain working knowledge of industry best practices and active participation in industry groups and liaison with government agencies (USCG, BOEM, BSEE, EPA, IADC, API)
Understanding of offshore upstream oil and gas operations
Experience in emergency response and oil spill preparedness
Ability to participate and conduct qualitative and quantitative HSE risk analysis of operational tasks
Excellent written and oral communication skills
Detail and deadline oriented, yet able to adjust to changing circumstances and priorities
Functional knowledge of Microsoft Office suite, Adobe Acrobat
Desired/Preferred Qualifications
Bachelor's degree in related field
Offshore operational experience preferred
Physical requirements typically include standing, stooping, walking, climbing, lifting (up to 50 lbs.) and wearing various personal protective equipment (PPE) in extreme variations of temperature year-round.
