Job Summary

The Construction Laborer Foreperson addresses duties associated with administration and operations of the Construction Laborer shop. Responsibilities include to plan, schedule, coordinate and supervise work of Construction Laborers and Construction Laborer Sub-Foreperson.



Duties & Responsibilities


  • Directly supervises, provides leadership, and assigns work to construction laborer sub-forepersons and construction laborers in the construction labor shop. Plans and organizes maintenance and alteration work, assists with estimates by providing labor and material costs, and monitors schedules and craft-related costs in collaboration with the work management center, project coordinators, engineering, and Building Maintenance.
  • Monitors work performance of assigned sub-forepersons and construction laborers to ensure satisfactory quality and compliance with prevailing codes and university facilities standards. Supervises asbestos abatement, hazmat clean-up and related records. Visits job sites to ensure completion requirements are met.
  • Maintains records of completed work, material purchases, overtime lists, training records, and verifies mobile timekeeping/timecards.
  • Manages tools, equipment, and orders materials for the construction laborer shop. Inventories tools and equipment.
  • Provides leadership for emergency response outside normal working hours, handling emergency calls 24/7.
  • Participates in schedule review meetings with the work management center for final schedule approval and in multi-craft work order review meetings with shop forepersons and building maintenance supervision.
  • Performs construction laborer work as needed or assigned.
  • Recommends safety initiatives and programs, handles hiring and discipline, and addresses performance issues. Responsible for safety and policy enforcement.
  • Performs other duties as assigned.


Additional Physical Demands

Work Environment:
1. Adhere to F&S safety and health policies by ensuring shop tools and equipment are functioning properly, monitoring personnel to ensure safety and security policies are followed, promoting safe operations, and supporting departmental safety initiatives and programs. Be aware of potential dangers from moving parts.
2. Work amid various hazards such as exposure to chemicals, radiation, heat, cold, dust, fumes, noise, animals, laboratories, coal-fired power plants, and energized electrical equipment. Use Personal Protective Equipment when hazards exist.
3. Work in extreme weather conditions and temperature extremes, ranging from freezing weather to steam tunnels.
4. Walk, climb, bend, and crawl to access work areas such as attics, crawl spaces, false floors, ceilings, and scaffolds. Work at heights on lifts, scaffolds, ladders of all types, and bucket trucks for extended periods.
5. Multi-task routinely due to the numerous issues that must be addressed daily. The workload can be stressful at times.
6. Work under the direction of the Superintendent of Building Maintenance. Assignments come from the Work Management Group, Service Office, Superintendent of Building Maintenance, or the Director of Building Maintenance & Grounds or their designee, in oral or written form. Work self-managed with limited supervision.
7. Interact with supervision, peers, employees, customers, and the campus community. Create a work environment that fosters accountability for performance and develops teamwork and unity within the shop and throughout the University campus.
8. Delivers tools, materials, and personnel to job sites as needed, operating a University vehicle.
9. Support the Mission, Vision, Values, Guiding Principles, and management operational directions and philosophies of Facilities and Services by exemplifying high standards of leadership, loyalty, craftsmanship, and dedication.



Minimum Qualifications

  • High school diploma or equivalent.

  • Five (5) years (60 months) of work experience comparable to that gained in the Construction Laborer Sub-Foreman level of this series or in other positions of comparable responsibility within this trade.

  • Valid State of Illinois driver's license at the time of hire.


Preferred Qualifications

  • Asbestos Supervisor License

  • Asbestos Building Inspector license.

  • Current Hazwoper 40 hour training

  • OSHA 40 hour training.


Knowledge, Skills and Abilities

  • Demonstrated ability to effectively supervise others, including planning, organizing, prioritizing, assigning, and following up on assignments.
  • Proficiency in reading and interpreting construction and utility drawings, sketches, blueprints, and job specifications.
  • Comprehensive knowledge and understanding of the building codes and university facilities standards.
  • The ability to provide clear and concise directions both orally and in written form.
  • Extensive knowledge of construction laborer work.
  • Thorough understanding of the tools and equipment used in the construction laborer industry.
  • In-depth knowledge of safety procedures.
  • Familiarity with the University procurement system.
  • Ability to work effectively with and understand customer needs and requirements.
  • Proficiency in computer programs including Outlook, AiM, Excel, and Microsoft Word.


Appointment Information


This is a 100% full-time Civil Service 1620 - Construction Laborer Foreman position, appointed on a 12-month basis. The expected start date is as soon as possible after the search close date. Salary is based on the prevailing rate which is currently $37.07/hour. Sponsorship for work authorization is not available for this position.
